The Operations team partners closely with ResMed’s five business leaders to understand their needs then providing a variety of products and services to help them meet those needs including Customer and Technical Services, Global Quality Assurance and Regulatory Affairs, Supply Chain, manufacturing, logistics and distribution. Focused on enabling new product introduction and operating excellence, our team strives to improve time to market for new products and services, improve efficiencies in our cross-functional processes, and improve our supply chain through digitization and automation to increase value add to our customers.

We are seeking applications for Head of Facilities Management to join our Operations Team, this position will be based at our Advanced Manufacturing Centre in Tuas. You will develop strategic roadmaps, accountable for facilities safety culture, design and implement various operating aspects of facilities management such as Maintenance and Electrical (M & E), building/construction, soft services and workplace management. You will oversee new and existing facilities projects, develop and formulate policies and procedures and influence the technical roadmaps and provide leadership to the onsite facility team across Malaysia and Singapore.
You are required collaborate and develop excellent relationship with cross-functional team members from Product Development, Commercial, Global Supply Alliance, Manufacturing, Logistics and Digital Supply Chain, Health and Safety, Quality and Regulatory to the maximization of efficiency and productivity
You will be reporting to Senior Director of Operations based in Singapore.
Let’s talk about Responsibilities

  • Develop strategic and operational roadmaps which define best practice FM processes and activities and operational / service levels across the function, developed in consultation with internal and external stakeholders including those from ResMed sites worldwide.

  • Oversee all aspects of project and construction management for facility refurbishments and renovations, from build phase to ensure operational, building and statutory requirements are met and the buildings are fully ready for operations when turned over to the Facility Operations Team.

  • Plan, manage and monitor the FM expense and capital budgets, providing cost control and cost effective sustainable investment.

  • Ensuring alignment of the FM team to corporate and operations strategy, setting and maintaining the goals and focus for the team, continuously developing, coaching and mentoring staff and providing a working environment that fosters diversity and inclusion.

  • Set up and maintenance of Facilities and Environmental-related regulatory operations. Includes being representative for quality, environmental and other internal and external audits. Drive closure to all findings & areas of improvement for Facilities Management and Environmental concerns.

  • Lead a project team to gain site and region certification for ISO14001:2015

  • Develop and utilise auditing tools to monitor and maintain full compliance with legislated and regulatory requirements, corporate rules and regulations including annual submission of utilities usage in compliance to GreenMark accreditation. Liaise with Government bodies for all statutory permits, licences etc.

  • Lead the local implementation and effective use of an Integrated Workplace Management System (Planon Universe) for work order, space and services management.

  • Plan and manage a preventative and corrective maintenance program for HVAC and BMS systems, passenger and goods lifts, electrical installation including back-up generation, fire protection, security technology, laboratory equipment, compressed air, overhead gantry cranes and audio visual systems considering lifecycle requirements.

  • Plan and manage a preventative and corrective maintenance program for building structures, facades, doors, signage, catwalks, ceilings, glazing and penetrations. Conduct and document regular facilities inspections

  • Plan and manage facility central services such as staff amenities, mail room, reception, out-sourced catering and events services, pest control, cleaning & janitorial services, security, artwork, landscaping, licensed waste disposal, parking, company bus and shuttle transportation service.

  • Monitor the use of electricity, gas and water and implement plans to reduce the rate of consumption of these utilities.

  • Allocate and manage facility space for maximum efficiency, coordinate intra-office moves and space allocation for new starters

  • Plan and implement all facilities maintenance, leasehold improvement and infrastructure upgrades to support business requirements and initiatives.

  • In conjunction with safety leadership, set up WSH committee and Emergency Response teams (e.g. first-aiders) Act as Fire Safety Manager if qualified.

  • Provide technical input to the business continuity planning process and be available to support the corporate Crisis Management and Response team

  • Lead the site security set-up and oversee daily guarding operations (24/7) including but not limited to CCTV, access control systems, master key systems, radio communications and visitor management and contractor induction systems

  • Review departmental work flow, resources and training needs regularly for continual improvement and talent retention

  • Provide advice and technical help to enable staff to interact with and work effectively within the buildings by being proactive and pre-emptive in addressing and resolving issues in a timely manner.

  • Setting up venues and equipment for events within the facilities; liaising with organisers, Security and other stakeholders as necessary.

  • Provide an on-call service and be available to provide after-hours instruction, advice or presence as required during any service interruption or emergencies.

  • Perform other duties, responsibilities and special projects as assigned and as skills and experience permit.

Let’s talk about Qualifications and Experience
To really get us excited, you will have engineering qualifications in facilities management, mechanical/electrical engineering or building/construction management discipline with at least 8 years’ engineering experience in facility management and 3 years’ direct people leadership experience. Additional success factors:

  • Working knowledge of electrical and mechanical systems, including manufacturing automation

  • Sound knowledge of health, safety and environmental regulations

  • Highly experienced in personnel management, staffing, and scheduling for a 24/7 environment.

  • Good knowledge of industry standards, building codes and safety standards

  • Strong trouble shooting and analytical skills.

  • Exposure to Lean, 5S, Six Sigma/GMP practices. working knowledge of principles and practices of project management

  • Working knowledge of procurement and contracts

  • High level written communication and document creation skills
