What the role is:Charities Unit, headed by the Commissioner of Charities, oversees the charities and Institutions of Public Character (IPCs) in the charity sector with the assistance of 5 Sector Administrators. Our vision is to develop a well-governed and thriving charity sector with strong public support. We aim to facilitate self-regulation within the charity sector to maintain public confidence and support, while having sufficient consideration to the realities and differences charities and IPCs may face.What you will be working on:A) Development of framework to evaluate charities' transparency and governance standards Charities Unit is looking at collaborating with a local educational institution to develop a framework to evaluate charities' transparency and governance standards. Currently, charities will rely on the Charity Transparency Framework and the Code of Governance for Charities and IPCs to assess their governance and transparency standards. The Charity Transparency Framework is a guide for charities to define their policy and approach to transparency, and to take active steps to improve charity transparency. The Charity Transparency Framework was last updated in 2020. With the launch of the revised Code of Governance for Charities and IPCs in April 2023, we hope to develop a framework that will allow charities to better assess their governance and transparency standards. Charities Unit will work with the educational institution on the development of the framework, conducting pilot test with selected charities to test the robustness of the framework and official launch of the framework to the charities. B) Charities Capability Fund (CCF) - Mid-term review and tracking of Key Performance Indicator (KPI) The CCF aims to enhance productivity, operational efficiency, governance and management capabilities of charities and IPCs. We would like to assess the effectiveness of the CCF by tracking the GEC score of the unique charities at application stage and track the GEC score of that charity at FY24 and at the end of the tranche (FY27). We will also be embarking on the mid-term review for CCF in 2025. C) Organisation of learning sessions/events for charities Together with our partners, CU conducts regular training sessions on various governance topics such as conflict of interest, board stewardship and legislative matters so that charities can build up their governance and compliance effectiveness. Intern Responsibilities xe2x80xa2 Work with the educational institution to support the development of the framework. This includes review the framework to ensure alignment and relevance with the revised Code of Governance and Charities and IPCs, and existing regulatory requirements. xe2x80xa2 Assist the team in the mid-term review for CCF and this includes tracking GEC score of the charities that applied for CCF funding. xe2x80xa2 Assist the team in the organisation of learning sessions/events for charities and this includes liaising with partners on the conduct of the learning session, designing and sending of EDMs, etc.What we are looking for:
