The Role Responsibilities We are seeking a highly motivated Lead Business Analyst to be part of Surveillance and Conflicts Technology Team highly skilled in delivering and integrating in house development components and vendor platforms. Delivering value to our customers is at the core of what our teams do - this role should be able to drive and deepen the functional knowledge and analytics skills of business analysts in the team as Functional Chapter Lead and provide leadership in techno-functional solutions to compliance stakeholder requirements. This role works closely with technology teams involving Scrum Masters, Developers, Testers, Architects, Technology Management in range of tasks such as solution reviews, estimation reviews for large initiatives, effectiveness of testing and stakeholders such as Product owners and Product Managers. Be a subject matter expert participating in cross functional squad ceremonies and a go-to solution expert for functional and data related requirements. Strategy

  • Awareness and understanding of the Group’s business strategy and model appropriate to the role.
  • Work in Close partnership in with Agile Delivery Lead to drive the Transformation towards highest level of Agile delivery model maturity and excellence
  • Drive optimisation with a rigorous focus on efficiency and effectiveness
Business
  • Awareness and understanding of the wider business, economic and market environment in which the group operates.
  • Ensure technology deliveries are completed based on Refinement Forum commitments
  • Role requires strong domain knowledge in Market Abuse Regulations, Financial Market Products, Trade and Communication Surveillance Process knowledge.
  • Review or Create Solution Specification documentation such as Traceability Matrix/FSD for assigned work area and assist in creation of test strategy and the plans ensuring complete traceability.
  • Optimise the number of meetings outside Scrum ceremonies
Processes
  • Ensure all the business analysts are following best practices of Agile Delivery. All communication related to delivery moves to JIRA and not done through emails.
  • Working closely with Product owners and product managers and business analysts, ensure JIRA’s have right level of information and detail such as requirements, acceptance criteria, specific test scenarios, data quality requirements to aid the story point estimation.
People and Talent
  • Lead the high performing Business Analysts
  • Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
  • Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
  • Employ, engage and retain high quality people.
  • Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives
Risk Management
  • Responsible for identifying, assessing, monitoring, controlling, and mitigating risks to the Group. Also, an awareness and understanding of the main risks facing the Group and the role the individual plays in managing them
  • The ability to interpret the Group’s financial information, identify key issues based on this information and put in place appropriate controls and measures.
  • Ensure compliance with the Application Delivery / Change Release Process such as RAT/SIA.
  • Ensure full compliance with Cloud Governance (Leap Process) and associated risk / control approvals.
Governance
  • Responsible for assessing the effectiveness of the Group’s arrangements to deliver effective governance, oversight and controls in the business and, if necessary, oversee changes in these areas
  • Awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role.
  • Responsible for delivering ‘effective governance’; capability to challenge fellow executives effectively.
Regulatory & Business Conduct
  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

  • Perform other responsibilities assigned under Group, Country or Functional policies and procedures.
  • Bing continuous improvement culture in the team and work with SRE Lead to bringing automation first attitude of team

Our Ideal Candidate
  • Academic or Professional Education/Qualifications: Tertiary qualification, Computer Engineering / Computer Science preferred.
  • Licences and Certifications/accreditations: Cloud, PMP, Scrum

Role Specific Technical Competencies
  • 15 years of experience covering Market Abuse Regulations, Financial Market Products, Trade and Communication Surveillance Process areas
  • Very strong people leadership skills to manage strong cohort of Business analysts as Functional Chapter lead
  • Excellent written and oral communication skills and Stakeholder management skills
  • Familiar with Agile Delivery (Scrum) Model and effective usage of JIRA and Confluence.
  • AI / ML and Data Analytics skills strongly preferred
