What the role is:Lead Engineer (Digitalisation) assists Head (Digitalisation) in implementing effective and timely ICT solutions for Yellow Ribbon Singapore (YRSG), Central Narcotics Bureau (CNB) and Singapore Prison Service (SPS). This jobholder is responsible for the project management and implementation of ICT applications in the HTDs and assists Head (Digitalisation) in driving and developing strategic and long-term technology plans to ensure congruence with the HTDs\' transformation and strategic directions. In addition, Lead Engineer (Digitalisation) assists Head (Digitalisation) to establish ICT governance frameworks, internal processes, and to proactively prepare for the changing security threat landscape by implementing requirements from IM8 and other WOG/MHA\'s directives. Lead Engineer (Digitalisation) also works with other PMCs and oversees the implementation of WOG\'s and MHA\'s central ICT tools and services.What you will be working on:The jobholder is responsible for the following: \xe2\x80\xa2 Scope the business requirements to be developed into business case and specifications, evaluate and recommend ICT solutions that best address the business needs. \xe2\x80\xa2 Perform procurement of services, conduct evaluation, either independently or with his supervisor, on system proposals submitted by vendors participating in the Tender/Quotation processes called through the government tendering or quotation procedures. \xe2\x80\xa2 Work with developers to understand and troubleshoot technical problems as needed. \xe2\x80\xa2 Work closely with other team members in working out detailed technological solutions to meet the business requirements, taking into account the security and integration features of the proposed project. \xe2\x80\xa2 Project manage and ensure the successful implementation of projects and achieving a high standard of quality control of systems. \xe2\x80\xa2 Conduct investigation/ analysis of system behaviours, degradations, faults and mishaps in order to identify, evaluate and resolve the system issue.What we are looking for:The jobholder should have: \xe2\x80\xa2 Tertiary qualification in Computer Science, Information Systems, Information/Infocomm Technology, Computer or Electronics Engineering or related discipline. \xe2\x80\xa2 Minimum 5 years of relevant software development, business analysis or project management working experience. \xe2\x80\xa2 Participated in at least one full software or product development cycles. Agile Methodology experience will be an advantage. \xe2\x80\xa2 Proven experience in IT business analysis and/or IT project management. \xe2\x80\xa2 Basic knowledge of Cloud, Data Analytics, Service Design/Design Thinking, Agile Development Methodology, low-code development platforms such as UiPath and Microsoft Power Apps Platform. \xe2\x80\xa2 Strong analytical, conceptualisation and problem-solving skills. \xe2\x80\xa2 Good communication skills, both oral and written, with the ability to present ideas and influence stakeholders. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
