What the role is:Comms and Engagement are critical to government policies and operations. Effective engagements help to build consensus amongst the public and/or internal stakeholders, enabling them to co-create and co-deliver, resulting in buy-in on major policies and operations. In this role, you will: - lead a team to maintain a structured oversight of ministry-wide engagement efforts - develop stakeholder engagement strategies in partnership with policy teams to achieve MOH's strategic outcomes - cultivate third-party advocates for long term relationship management and in support of MOH's policy/programme implementation. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:Reporting directly to the Deputy Director (Engagement), you will drive the following workstreams: - Formulate, develop, and implement stakeholder engagement strategies to support MOH's policy development and implementation. This includes obtaining input/ sensing to inform policy areas and cultivating third-party advocates to show support for MOH's programmes and initiatives. - Map stakeholders around relevant healthcare issues and intended policy outcomes, and design engagement strategies for the various target audiences. - Analyse the engagement findings with the objective of strengthening policy outcomes and framing of the relevant narratives and messages. - Design novel engagement approaches for different stakeholder groups to drive innovative and effective outcomes. - Plan and execute mass and targeted engagement forums and events. This includes offline engagement in small or large groups, online platforms for wider public engagement, publications, etc. - Support capability development in the area of engagement and partnership, e.g. conducting in-house training and/or creating of tool-kits including facilitation guides based on stakeholder profiles and needs, facilitation skills etc.What we are looking for:Key Competencies Require xe2x80xa2 Thinking Clearly & Making Sound Judgements - Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. xe2x80xa2 Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. xe2x80xa2 Improving & Innovating - Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. xe2x80xa2 Working Effectively with Stakeholders - Ability to mobilise and rally partners and stakeholders towards a collective purpose. Relevant experience, preferably 8 to 10 years in: 1. Stakeholder engagement and strategy - developed stakeholder engagement plans and managed external partners and stakeholders effectively 2. Public engagement - organised public and stakeholder focus groups, preferably with skillsets in moderating and facilitating conversations. 3. Events planning and operations - organised and executed public events of various scales 4. Communications - Leverage outreach and engagement as platforms for an overarching communications and engagement strategy and plan Additional Skillsets: xe2x80xa2 Understanding of marcom and engagement principles and techniques xe2x80xa2 Good verbal and written communication skills with the ability to engage and interact at different levels Team player with ability to work independently.
