Job Description


What the role is
You will be working in the Learning Futures Group (LFG), which is a corporate unit within the Civil Service College Singapore (CSC). LFG supports CSC’s goal to be a future-ready centre of learning for the Singapore Public Service by facilitating thinking and understanding of future learning and development (L&D) trends and working in partnership with other institutes and departments within CSC to advance our efforts to enhance L&D experiences that CSC delivers. Your primary domain of work will be in applying games and simulations to explore complexities and uncertainties, but you will also be expected to develop cross-disciplinary skills and be involved in other areas of LFG’s work (e.g. managing learning systems, exploring the use of learning analytics, etc.), and work in various team configurations. You will be applying the strategic use of games and simulations within the Public Service to facilitate emergent insights and for collaborative foresight, which often involves the deconstructing and constructing of play experiences that address wicked problems, and translating public policy issues into potential play elements. You will be required to apply empathy and reflexivity to your work, being mindful of the hopes and fears of others, and aware of your own beliefs and assumptions when engaging with the work. You will be required to think critically and apply practical skepticism when evaluating problems and situations, and make sound judgements based on your observation, analysis and reasoning – not on popular opinion or hype. You will grow partnerships and manage engagements with a multitude of stakeholders (both within and external to the Public Service) of varying experience and needs, and exercise your interpersonal skills to facilitate small group conversations.
What you will be working on
• Designing and facilitating play experiences: o Conducting desktop research or engaging subject matter experts from the Public Service and externally on the content; o Designing the game/simulation, including any adjacent interventions required to facilitate the desired outcomes (i.e. any pre-game work or post-game debrief); o Managing any procurement processes required for the development of the experience; o Running playtesting sessions to collect feedback and insights; o Facilitating the actual play experience, including managing any logistical requirements and ensuring the desired outcomes are met. • Growing partnerships and managing engagements with relevant stakeholders: o Engaging with other stakeholders working in similar or adjacent spaces to network, build relationships, and possibly collaborate on future projects; o Maintaining and growing the community of game enthusiasts in the Public Service. • Raising the quality of games and simulations-related capability development in the Public Service: o Improving the design of games and simulations-related programmes that CSC offers; o Finding opportunities to integrate games and simulations into other related programmes for public officers. • Contributing to other areas of LFG’s work: o Lending game and simulation-related expertise to other projects that could benefit; o Being involved in shared team/department-related tasks and responsibilities, e.g. ad-hoc administrative duties, secretariat roles, etc.
What we are looking for
• A keen interest in the strategic use of applied simulations and serious games for collaborative foresight, L&D, and other related spaces. • Sound knowledge of governance and policy issues. • Strong analytical, communication and writing skills. • A high threshold for ambiguity and uncertainty, and a high degree of mental flexibility. • Organised, able to understand business requirements, and good with processes and structure. • Strong interpersonal skills to engage with stakeholders, both within and outside of CSC. • Able to work both independently as well as in a team in a fast-paced environment. • Experience in game design, futures thinking methods, learning design or related fields would be an advantage.
