JOB SUMMARY

The Manager/Assistant Manager is part of the Training & Education (T&E) Office, Infectious Disease Research & Training Office (IDRTO). The T&E Office undertakes infectious disease (ID) outbreak response training, ID related training, professional development for healthcare workers, and educate the public via community engagement that forms the fundamentals of preventing the spread of ID and building community preparedness in the event of an ID outbreak.

The Manager/Assistant Manager supports the Head of T&E Office to achieve the objectives of the above-mentioned areas. The Manager/Assistant Manager anchors T&E Office community and public engagement works, and works with the lead and team members to plan and execute the work streams.

The Manager/Assistant Manager is expected to perform/support functions related to strategising and planning, development, monitoring and analysis, event and daily operations, resource management and administration.

MAIN DUTIES AND RESPONSIBILITIES

SPECIFIC

1. Community and Public

  • Plan and execute public education and community engagement activities, based on needs and the situations and trends through monitoring and analysis, to prevent the spread of ID and build community preparedness in the event of an outbreak.

  • Engage the healthcare and community stakeholders to establish new initiatives and training programmes, or enhance existing initiatives and training programmes, to meet evolving needs for the public and various communities.

  • Develop new strategic partnerships for community/public engagements.

  • Oversee the educational content development for NCID website as part of NCID's public education role.

  • Promote the use of the NCID community space for community engagements.

2. Training and Education activities in NCID and at National Level

  • Support/Lead in the professional development of healthcare workers through ID-related trainings in accordance to the requirements of the new normal.

  • Contribute to the formulation and execution of strategies to align public health and clinical services training and education goals.

  • Map national training needs with existing activities, evaluate training effectiveness and propose strategic changes.

3. Infectious Disease Outbreak Preparedness Training

  • Support the currency of outbreak readiness of institutions and healthcare workers nationally for ID outbreak responses. This includes the development of individual, sub-system and system level responses to ID outbreak situations in a collaborative manner, building professional capabilities at regional health systems (e.g. epidemiology units), and training the intermediate and long-term care (ILTC) sectors in Singapore.

  • Support and coordinate the execution of outbreak preparedness training activities.

  • Align the national needs to the current training activities with the stakeholders.

4. Others

  • To oversee secretariat support for the workgroup or committee meetings, and administration for the day to day routine backend operations.

  • Perform any adhoc task as requested by the Head, Training and Education Office (IDRTO) and the Director (IDRTO).

  • Assist the Directors of Infectious Disease Research Training Office (IDRTO) with the expansion of IDRTO.

  • Support NCID’s disease outbreak operations as augmented staff when called upon.

JOB REQUIREMENTS

  • For the role of Manager - Preferably 5 to 8 years of relevant experience in a healthcare environment, with at least 3 years of experience in a managerial position leading a team.

  • For the role of Assistant Manager - Preferably 2 to 4 years of relevant experience in a healthcare environment, with at least 2 years of experience in a position where the candidate has led a team in projects and administrative duties.

  • Good understanding of the training and education landscape in Singapore, preferably in a healthcare/infectious disease setting.

  • Strong interest in training & education, and community engagement.

  • Strong and proven track record of training content development, execution, evaluation and gap analysis.

  • Strong interest in planning, and operations and coordination with an eye for details

  • Good communication (verbal and written) and stakeholder management skills.

  • Ability to think critically, adaptable, self-motivated and strong desire to learn.

  • Able to work as a team and individually, multi-task and prioritise work. To work in a fast-paced environment and be hands on when required.

  • Possess sufficient IT skills. i.e. Use of common operating systems, internet, word processing and spreadsheet.

  • Able to share weekend duties with the team.
