What the role is:The Strategic System Department spearheads the development and operation of strategic pan-NEA systems in support of its operational objectives by leveraging Whole-of-Government (WOG) or best-in-class technology. The department also governs and manages key sensor networks to support NEA\'s operational resiliency and transformation in alignment with WOG initiatives. This entails working closely with key stakeholders to harness synergies in both internal and WOG systems to introduce proven technologies into Ops processes for enhanced operational excellence. Critical work involves the conceptualisation, development, operationalisation and management of strategic systems to support and sustain new operating models.What you will be working on:You will take the role of Integration Lead to ensure strategic systems are delivered according to end users\' requirements and the use of Agile methodology. You need to be on the ground with the end users to know and understand their day-to-day operation needs and responsibilities. You will build positive and meaningful working relationship within the systems team and target users. As you would be the first point of contact fronting the end users for service delivery and integration works, you will need to have practical knowledge in troubleshooting technical issues, and also assist in administrative matters such as contract management, and dealing with service agreement. You possess strong WOG collaborative acumen and relevant industry knowledge of best practices.Your responsibilities include, but are not limited to the following:

  • Continuous Maintenance & Support (post-implementation)
  • Oversee the day-to-day maintenance and support tasks and activities (e.g. deployment of bug fixes, upgrades, enhancements, monthly user account review, quarterly user account review, etc), and ensure that they are carried in line with NEA\'s business needs
  • Collaborate with ITD to manage the vendor(s) to ensure necessary resources are allocated for issue resolution and implementation of service requests and enhancements.
  • Support operations and ensure that the services are in compliance with IM8 and operational to meet Single Source of Truth (SSOT) Baseline Service standards (BSS). This would include continuous review and implementation of system architectural plans across other projects alongside SSOT requirements and setups.
  • Develop system maintenance strategies to ensure resiliency of the integrated solution is sustained post implementation of the service requests, enhancements and bugs.
  • Maintain and operate the system and SSOT system setup and the relevant integrated system provision in accordance with the established Standard Operating Procedure (SOP). This includes management of data services delivery, fault rectification and performance measurement to ensure BSS requirements are met consistently after the implementation of the integrated system.
  • Oversee the technical roadmaps and system revamps of the SSOT system setup through the system life cycles, in collaboration with the various stakeholders (e.g. Trusted Centre, sensor system owners and Data Admin Group).
  • Conceptualization and Implementation (using Agile Methodology)
  • Design, synthesize and deploy new technological capabilities - comprising new data services and system processes to actualise the end-to-end integration from NEA sensor systems to Trusted Centre (TC).
  • Collaborate with TC and sensor system owners to implement a new interface to TC Platform and other data sharing platform(s), and provide timely updates and sought approvals from the internal NEA stakeholders (e.g. System Owner, Chief Data Officer, etc)
  • Work with IT Division and vendors on the detailed system integration requirements based on business requirements and workflows to meet BSS requirements;
  • Ensure proper identification and mitigation of risk items from project conceptualization till end of system lifespan.
What we are looking for:The job might be for you if you possess the following qualities:
  • Knowledge in Computer Science, Information Technology or Sciences would be an advantage
  • Preferably 3 to 4 years of working experience in major IT and workflow re-engineering system projects and/or engineering systems with major IT components in government settings. Fresh graduates are welcome.
  • Good team player with strong interpersonal communication, presentation & writing skills
  • Self-starter and able to accept a significant level of responsibility and accountability
  • Understand agency\'s service delivery intent, processes and inter-dependencies between processes
  • Translate new operational requirements into system design and configuration
  • Close the feedback loop between operational sensing and policy improvement
  • Keep abreast of latest technologies, identify new tools/technologies, assess usefulness and applicability in the context of operations and agency\'s IT environment, ready for adoption to improve service delivery and productivity
  • Work well across agencies to achieve better coordination and integration of technology and processes
