Job Description


As Manager - Facilities & Logistics, you will manage a team responsible for the facility, safety and supply chain for the Company’s GMP Contract Testing Services (CTS) operations in Singapore. You will directly handle the following functions:

  • Facilities, Engineering and Validation
  • Logistics : Inventory Management, Test Article Receipt (TAR), Biorepository of client cell lines
  • EHS
You are part of the site’s Leadership Team of a rapidly growing integrated BSL-2 GMP/GLP Facility (~4,000 m2), which offers Contract Testing Services for biopharmaceutical companies across the APAC region. Your Role You are responsible for ensuring:
  • The Merck CTS Singapore Facility is maintained in the validated stated, fit for purpose and aligned to regulatory, local and global requirements.
  • All the departments within the facility have adequate access to the materials they need to provide best-in-class services to our biopharmaceutical and biotech customers.
  • Procedures and workflows in Inventory Management, Biorepository and TAR lab areas are organized and maintained following applicable procedures and procedures are kept current with local, global and regulatory requirements.
Within the global network of Testing sites, your team will ensure local implementation of global sustainability and digitalization initiatives, and interface with Global Engineering for local site expansions.

You are accountable for:

  • Build and develop an impactful team to meet key expectations.
  • Train and develop to ensure compliance, quality and operational excellence of the team.
  • Prioritize work assignments to staff and provide timely feedback against pre-defined goals and objectives.
  • Develop the annual Facilities plan and own the plan according to established budgets and timelines.
  • Develop and provide the department's metric reports to site head on the cost effectiveness and efficiency. Provide periodic communications on the status of department activities.
  • Lead facility engineering, permitting, security and equipment validation. Procure and implement new plant equipment.
  • Ensure utilities and environmental controls are qualified and set ready for routine laboratory operations.
  • Act as the point of contact for CTS with the building landlord and local regulatory agencies.
  • Develop and maintain maintenance, repair, calibration, and validation programs that support the lab production schedules.
  • Research, negotiate and coordinate contracts and service with outside vendors – potential or existing – and manage suppliers.
  • Assist all material changes and maintain optimally efficient inventory of materials and consumables. Plan inventory levels of all stock and regularly review all volume requirements for all materials.
  • Be a driver for change and sponsor continuous improvement initiatives, projects and ideas. Constantly evaluate our facility, equipment, tools, systems, and processes for improvement. Constructively challenge the status quo. Support the Digital transformation and digitalization occurring in all the part of our business.
  • Along with the Quality Manager, ensure strict compliance to cGMP, GMP and all applicable Regulatory Requirements. Perform tasks in accordance with SOPs and regulations (cGMP, GLP, BSL-2). Implement planned maintenance.
  • Ensure company health and safety regulations and procedures.
Who You Are
  • Hold a Bachelor’s Degree, in Engineering or Life Science; Master's Degree will be preferred.
  • >10 years of experience in the bio-pharmaceutical or life science industry.
  • 6 years+ working experience in GLP or GMP environment; Quality mindset and good understanding of GMP/GLP.
  • Strong people management experience.
  • Prior experience in any of the following areas will be desirable:Logistics and warehousing
    Operation of BSL-2 lab environment and/or CDMO/CTO service industry
    Experience in hosting regulatory audits
    Implementation of digitalization/IT platforms and systems
  • Project leadership experience, to lead and run cross-functional project team.
  • Excellent interpersonal skills.
  • Excellent problem solving, customer service and planning skills.
  • Extensive knowledge of applicable codes on safety and facility management.
  • Excellent interpersonal, inter-cultural and networking skills allowing effective interactions and the ability to work collaboratively across all functions with various levels of stakeholders.
  • Curiosity and strive to succeed: individually and as a team; willingness to learn and lead by doing.
