The Job
Tender Management

  • Draft and prepare tender documents, including scope of work, specifications, and evaluation criteria.
  • Coordinate tender publication, clarifications, evaluation, and award processes.
  • Liaise with internal departments to gather operational requirements and align them with tender specifications.
  • Ensure compliance with internal procurement policies and relevant regulatory guidelines.
Conservancy Vendor Oversight
  • Supervise the conservancy vendor's daily operations and ensure service levels meet contract requirements.
  • Conduct regular site inspections to ensure cleanliness, waste removal, pest control, and landscaping standards are upheld.
  • Monitor vendor manpower and deployment of mechanical equipment (e.g., sweepers, cleaning machines).
  • Review and validate work schedules, checklists, and service reports.
Waste and Landscaping Management
  • Oversee operational and food waste removal, ensuring proper segregation and disposal.
  • Monitor desilting and drain cleansing operations to prevent flooding or sanitation issues.
  • Track pest control activities and schedule interventions when needed.
  • Ensure the conservancy vendor maintains landscaped areas, including grass cutting, tree trimming, and planting.
  • Conduct periodic assessments of landscaping conditions and schedule necessary improvements.
Planning and Cross-Functional Coordination
  • Project execution including putting up Board papers, presentation decks, Purchase Request, justifications, confirm goods receipt in procurement system, write specs and technical requirements, evaluate vendors technical competency for projects.
  • Support the planning, execution and provision for current port plans and future needs of the company
  • Collaborate with internal teams such as operations, safety, and procurement.
  • Serve as a key liaison between the organization and the conservancy vendor.
  • Attend meetings, prepare reports, and provide recommendations on vendor or process improvements.
Continuous Improvement & Adaptability
  • Identify opportunities for innovation in conservancy operations and tendering processes.
  • Stay updated on industry trends, environmental standards, and relevant technologies.
  • Recommend process improvements to enhance efficiency and sustainability.
Budget Oversight
Manage budget (planning and control) for FM conservancy
Greenmark Management
Be a champion in leading green practise and promote sustainability in operations and maintenance of facilities, including energy conservation programs and waste management
People management, development and oversight
  • Lead, support, and develop two direct reports (Conservancy Executive and Administrative Executive), including setting clear goals, conducting performance reviews, and fostering professional growth.
  • Continuously evaluate and redefine team roles and responsibilities to align with evolving organizational needs and improve operational efficiency.
The Requirements
  • Bachelor's Degree in Engineering, Facilities Management or Business Administration with 3-5 years of related working experience in tender and/or conservancy management.
  • Good understanding of regulatory requirements such as NEA, WSH and public sanitation standards preferred.
  • Experience in Greenmark application and sustainability project management will be an added advantage.
  • Experience in projects with minimum $2 mil in value.
