Job Description


Responsibilities:

  • GIS Solutions Implementation: Lead the design and implementation of GIS solutions in collaboration with internal stakeholders and external partners.
  • Business Analysis: Analyze and interpret business requirements to ensure GIS solutions align with operational demands and strategic goals.
  • Inventory Management: Oversee GIS inventory management processes and SOPs, identifying and addressing discrepancies or gaps.
  • Vendor Management: Manage vendor relationships, including oversight of incident, service, and problem management, and negotiate and monitor SLAs.
  • Budgeting and Contracts: Handle GIS-related budgeting and contractual agreements, ensuring timely renewals and adherence to financial guidelines.
  • Technical Specifications Review: Review technical specifications and assess proposed solutions for compatibility and alignment with business needs and technical standards for OSS/BSS environments.
  • Change and Problem Management: Lead change management and problem management initiatives to enhance system functionality without disrupting existing features.
  • System Maintenance: Supervise regular system maintenance activities, including database maintenance and generating business and regulatory reports.
  • Team Management: Conduct regular review meetings with team members to gather feedback, discuss progress, and identify areas for improvement.
  • Project Management: Manage technical projects from initiation to successful implementation, monitoring progress and continuous improvement.
  • Team Development: Develop and maintain a competent team capable of providing second and third-level support for all GIS and related applications.
  • Training: Ensure continuous development and training of team members in application software configuration, programming, enhancement, and testing.
  • Access Control: Maintain strict access controls and change management protocols to ensure the integrity and security of GIS systems.
  • Technical Support: Provide timely technical support during audits and prepare GIS applications for disaster recovery scenarios.
  • User Engagement: Engage independently with user departments to gather requirements, present solutions and system changes, and discuss potential workarounds.
  • Knowledge Sharing: Foster a collaborative environment and share knowledge extensively within the team to enhance collective expertise.
  • Additional Tasks: Undertake any other tasks as assigned by the Director of Information Technology or the Executive Director, including ad hoc projects and initiatives.
Requirements:
  • Educational Background: Degree in Information Technology, Computer Engineering, or equivalent.
  • Experience: Minimum of 5 years of related work experience with at least one GIS (e.g., GE Smallworld, Hexagon/Technology, ESRI) and web technologies, including Magik, Java, and .Net programming languages.
  • GIS and Project Management: Proven experience managing GIS systems and projects, preferably in a telecommunications or similar technical environment.
  • Technical Proficiency: Strong understanding of web technologies, database management, and software development.
  • Leadership Skills: Excellent leadership skills with experience in managing cross-functional teams.
  • Vendor Management: Strong vendor management and negotiation skills.
  • Independence and Teamwork: Able to work independently and as part of a team, highly motivated and goal-oriented.
  • Strategic Thinking: Ability to think strategically and solve problems effectively.
