Job Description

Job Purpose

The Integrated Logistic Support (ILS) Manager is an experienced practitioner and subject matter expert on Life Cycle Management, Supply Chain Management, and the Integrated Logistics Support (ILS) for Projects and Operations.

The ILS Team serves to:

  • Anchor Cradle-to-Cradle ILS requirements for Projects and Operations for the assigned SMRT line (NSEWL, CCL, BPLRT) - equipment induction, operations & maintenance (O&M), to retirement, and renewal, where applicable.
  • Develop concepts and plans to effectively maintain, operate, and sustain systems and equipment operated by the SMRT TRAINS, including material supply and support.
  • Drive system integration of new capabilities developed by SMRT TRAINS
  • Advise internal stakeholders on System Management topics - life cycle cost, spares and supply chain management, and system engineering
  • Develop strategies for long-term sustainability projects through relationship management with internal and external stakeholders, and with the industry / suppliers.
Responsibilities

The ILS Manager reports to the System Management Line Head, and the ILS Branch Manager, and will be responsible for 1 to 2 direct reports. His/her roles and responsibilities include the following areas:
  • Projects / Acquisition. Oversee and influence the development of the Product Support Plan for new projects / equipment acquisition.
  • Contract Negotiation & Management. Participate and influence contract negotiations for outsourcing, repair, and logistics support. In this regard, it is expected for the jobholder to possess expertise and experience in the principles behind various contracting mechanisms such as Performance-Based Contracting, Service Support Agreements, and Framework Agreements.
  • Outsourcing Programs. Explore and shape potential cost-effective options for Outsourcing initiatives in SMRT TRAINS and oversee the development of such Programs. It is expected for the jobholder to advise the Management on the sustainability of contracted capabilities through effective contractual arrangements.
  • Induction & Retirement Programs. Work with the Project Teams in ensuring seamless renewal of equipment at the end of service lives of equipment, through integrated induction and retirement activities. Support internal stakeholders on Renewal Planning and Project Funding matters.
  • Supply Chain Management Be responsible for sustainability of various equipment and systems in SMRT TRAINS. In this regard, the jobholder is expected to oversee resource planning and review procurement processes to optimize the supply chain and reduce life cycle costs, while maintaining system availability. In addition, he/she will also work with internal stakeholders to develop obsolescence management strategies to ensure sustainable support for the service life of the systems.
  • Systems Thinking. Identify and enrolling relevant Stakeholders for Systems Management / System Engineering trainings and courses.
  • Any Other Tasks Assigned
Qualifications & Work Experience

Basic Qualifications:
  • Degree in Science, Engineering, or related fields, with a minimum of 5 years of relevant work experience
  • Expert knowledge in System Engineering and/or Reliability Engineering
  • Track record in managing and influencing stakeholders from cross-functional teams.
  • Experience in working in / managing small teams and to work with ambiguities
  • Ability to grasp complex technical issues build logical business cases
  • Ability to both think strategically and execute tactically
  • Proficient in Microsoft Office
Good to Haves:
  • Equivalent years of experience in System Engineering, Design, or MRO (Maintenance, Repair, and Overhaul).
  • Strong working relationships with Original Equipment Manufacturers (OEMs).
  • Functional experience in fleet management, logistics and inventory management.
  • Functional experience in Maintenance processes, and Spares Modelling.
