Manager, NUHS HR CoE Manpower Planning & Analytics (1 year contract)

Overview

The successful candidate will join Manpower Planning and Analytics Team in NUHS HR COE Division. He/She will leverage on HR automated system/process to develop effective HR programmes and processes to meet the objectives of the organization.

This role includes ground requirements gathering, planning, executing and monitor the multiple phases projects, and working with internal and external stakeholders to achieve the successful outcome, which is to automate/digitize the entire current manual yearly budgeting process across entire National University Health System (NUHS) cluster by gathering requirements, UAT, norm costs setting etc. with multiple stakeholders, ensure digitization of manpower buy-and-sell and accounted costs allocation automation for Intercompany billing.

Job Responsibilities

You will be responsible for the following:

System Automation and development:

  • HR system and process savvy who can continuously look for any possible solution to automate and digitalize current manual processes.
  • Leverage the best industry practices to design and develop Cluster Manpower Budget and Forecasting System based on SAP SuccessFactors Platform and Data feeding.
  • Automation for current InterCompany FTE billings
Projects:
  • Lead and coordinate project plan and deliveries with internal and external stakeholders
  • Establish and mange detailed plans, scope milestones and deliverables
  • Assess and manage project risks and mitigation plans, call out necessary escalation whenever needed
  • Conduct business requirement analysis and identify key business challenges and solutions
  • Establish performance indicators, measure and achievement of desired business outcomes, identify improvement opportunities to achieve the desired outcomes
  • Track, prepare and communicate regular project progress timely to project sponsor and stakeholders
  • Facilitate meeting effectively
  • Build and enhance professional relationships with all stakeholders including vendors
  • Support data Identification for information captured within the System
  • Matrix and KPI SOP draft per newly implementing project
  • Collate, audit and maintain data and Tools/Applications
  • Support MP&A Master User Lead and be the Overall PM in-charge to work with multiple stakeholders (GSS, HR Tech, etc.) to implement Data cleaning & Harmonization of HR data. Monitor change implementation progress for status tracking and project update
Analysis:
  • HR Systems integration/data feeding analysis
  • Manpower needs analysis (e.g workload analysis)
  • Manpower productivity, parameters and benchmarks
  • Data cleaning and harmonisation impact analysis
NUHS Cluster reporting:
  • Continuously look into refining the existing data infrastructure (including data quality, definitions, etc) that forms the base upon which the HR analytics function draws data.
  • Apply relevant tools to extract and produce HR data/statistics required by internal and external stakeholders.
Requirements
  • Bachelor Degree or Above - Major in a quantitative discipline i.e. Finance, statistics, human resources, economics, or any related discipline
  • Advanced Project and Program management capabilities and experience in driving a cohesive team and cross teaming environment, PMP preferred.
  • Minimum 5 years\' relevant experience of HR Systems Development& Integration as a project manager/executive/officer or a similar role.
  • Strong acumen with in-depth understanding of HR Budget and planning systems and Business requirement.
  • Ability to multi-task and work under tight timelines and capable to effectively prioritize/organize work
  • Strong analytical, organization and problem-solving skills
  • Strong accountability to deliver high quality work
  • Excellent communication, presentation, negotiation and interpersonal skill
  • Possess confidence to resonate with senior management leadership - internal and external stakeholders
  • Stamina and resilience of character, confident in the management of ambiguity
  • Fast and innovative learner as a self-starter, strong drive and able to work independently
  • Ability to work as part of a team, within a very busy environment, which has strict deadlines
  • Flexible in their approach and undertake other duties and projects when required
  • Systematic with strong organizational and management skills
  • Relevant SAP SuccessFactors implementation experience will be key advantageous
  • Prior experience from working in big4 consultant companies is preferred
  • Healthcare experience and knowledge is an added advantage
