What the role is
In the course of discharging GRA’s objectives, GRA licenses or approves a multitude of entities, ranging from individuals to businesses to multi-national corporations. Apart from having satisfied the Gambling Control Act (GCA) and Casino Control Act’s (CCA) criterion for licensure or approval, these regulated entities are also required to remain suitable for the entire duration of their licence or approval periods.
What you will be working on
The job holder will be part of a team responsible for the following: Assessing suitability of Licensees – To meet approval and licence objectives, the assessment of the suitability of applicants, including financial suitability, is a critical function of GRA. The job holder will work with other team members to ensure licensing objectives are met. Monitoring of Licensees – The areas of monitoring on the continued suitability of licensees, where applicable, include but are not limited to, areas such as good repute having regard to character, honesty and integrity, financial soundness, and legitimacy of the financial resources. The job holder will be charged with executing timely and effective monitoring of these licensees. In furtherance of GRA’s objective, the job holder will, in broad terms: • Assess licence applications; • Review and further enhance GRA’s licensing and ongoing monitoring framework and capabilities; and • Operationalise and carry out monitoring of licensees. More specifically, the job holder will: • Assess applications and make recommendations pertaining to the suitability of licensee; • Review and assess reports and notifications from licensee; • Review existing policies and requirements pertaining to licensee; • Liaise with licensee on licensing related matters; • Develop and maintain information systems and databases for the effective and efficient administration of application and monitoring; and • Liaise with other GRA Divisions and external agencies. Other duties include: • Review adequacy and relevancy of legislative requirements and operational processes to ensure continued robustness; • Track and analyse key results areas of licensing processes. • Ad-hoc assignments as and when assigned.
What we are looking for
• Self-motivated with the ability to take initiative and work independently as well as in a team; • Strong communication, writing, researching and analytical skills; • A keen eye for details who is dynamic and results oriented; • Adaptable to work in a dynamic environment and keen to take on challenging work; • Ability to prioritise and multitask to meet timelines; • Ability to analyse and manage data for decisions will be a plus; and • Working experience in a regulatory environment, or analysis or reporting roles is an advantage but not necessary.
