Job Description


Role Responsibilities

  • Financing & Securities Services (FSS) business has a unique footprint in Asia, Middle East, and Africa, and offers a growing range of products, including direct custody, international custody, funds services, trustee services, transfer agency, prime services, and agency securities lending, to several client sectors including banks, investors, intermediaries, sovereigns, fund managers insurance companies and corporates.
  • As the trustee license (Approved Trustee of Collective Investment (CIS) Scheme) is held by Standard Chartered Trust (Singapore) Limited (\xe2\x80\x9cSCTS\xe2\x80\x9d), the jobholder is primarily responsible for overseeing the day-to-day delivery of fiduciary fund services of SCTS.
Strategy
  • Assist SCTS Board/Directors to drive short and long-term priorities, focus segment and strategy plan relating to Fund Trustee business.
Business
  • Assist SCTS Board / MD of SCTS on day to day operational and regulatory matters pertaining to fund trustee business / custodian services provided to Variable Capital Company (VCC).
  • Support FSS team in fulfilling their service obligation
  • Manage contractual and performance discussion with intragroup service providers and external vendors.
Processes
  • Function as Fund Trustee / VCC knowledge centre to support SCTS, FSS team and other internal stakeholders, including conducting of training sessions as may be required.
  • Liaise with the relevant internal stakeholders on due diligence required to on-board new Fund Trustee /VCC clients.
  • Oversee day-to-day execution of responsibilities of Fund Trustee\xe2\x80\x99s / Custodian of VCC.
  • Ensure compliance with relevant regulations covering CIS / VCC and appropriate discharge of fiduciary duties imposed on Fund Trustee / VCC Custodian and conduct regular reviews to ensure any fiduciary risk are being addressed.
  • Liaise with CCIB / CPBB Compliance on breach reporting / other regulatory reporting applicable to Fund Trustee\xe2\x80\x99s business.
  • Manage unit holders / fund managers complaints handling and reporting.
  • Prepare Fund Trustee business update for tabling at SCTS Board and follow-up on outstanding matters as directed by the Board.
  • Assist the Chair of Fund Trustee Management Committee (\xe2\x80\x9cMANCO\xe2\x80\x9d) to prepare the meeting pack, taking of meeting minutes and follow-up on outstanding actions.
  • Ensure all processes across Financing and Securities Services are followed in line with approved standards, policies and procedures, including Fund Trustee Department Operating Instructions (DOI).
  • Liaison with external and internal auditors to ensure scheme audit on the CIS funds are duly conducted, audited financials of the scheme are provided to the unit holders and audit points are addressed.
  • Handle Fund Trustee intragroup outsourcing arrangement related tasks, including but not limited to incremental outsourcing application, update of service level agreement / updates of system, quarterly service review meetings and provision of information required for annual periodic risk review.
  • Handle ad-hoc tasks as assigned by MD of SCTS.

  • Evaluate, implement, and conduct the most appropriate skills and knowledge training programmes required.
  • Ensure timely completion of assigned learnings.
Risk Management
  • Identify and mitigate the Operational, Regulatory and Business conduct risks relating to Fiduciary Fund Trustee / Custodian of VCC Services
  • Ensure country compliance on Group standard for Audit, Control and financial reporting including reporting of risks to relevant risk forums.
  • Work closely with operations, intragroup service provider and external vendors to improve overall risk management, controls, service standards, platform, and solution customizations and to ensure that quality of service to customers remains superior to competition
  • Oversight and execute required due diligence on internal and external service providers
Governance
  • Ensure that all operating memorandum, DOIs and service level agreements (internal and external) are regularly reviewed and updated
  • Perform annual refresh of the Fund Trustee Management Committee Terms of Reference.
  • Provide senior level support to operations ensuring internal audit standards are followed and reflected in process guides
  • Ensure adherence to all internal and external regulations to embed Compliance Risk monitoring as an integral part of the business process
  • Assist in regular review of Fund Trustee governance framework (including Fiduciary Services Product Program) and fiduciary risk assessment
Regulatory & Business Conduct

  • Effectively and collaboratively identify, escalate, mitigate, and resolve risk, conduct and compliance matters.

  • Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures
Our Ideal Candidate
  • 4+ years of experience in fund trustee management
  • In-depth experience in fund trustee / VCC business
  • Familiar with relevant local regulatory (MAS regulations / guidelines, CIS codes, SFA and TCA) and good knowledge on operations covering fiduciary, fund administration and transfer agency services.
  • Business, Accounting and/or Legal degree preferred.
  • Knowledge of approved CIS and VCC business is essential
  • Control minded, detail-oriented and strong analytical skills
  • A proven ability to work with teams in different locations and culture
