Manager/assistant Director (integrated Operations)

Singapore, Singapore

Job Description

What you will be working on:The Municipal Services Office (MSO) was set up in Oct 2014 to improve the coordination, delivery, and quality of municipal services by Government and Town Councils. These services include the upkeep and improvement of common areas in public and private housing estates, and the upgrading or provision of neighbourhood infrastructure. Having reaped these early, low-hanging fruits, MSO and our partner agencies are now on a multi-year effort to more fundamentally integrate and optimise decision-making and ground operations across the sector. Specifically, we are transforming the way works are scheduled and manpower deployed on the ground, multi-skilling workers to perform multiple, adjacent job functions, and using operations-technology and Command, Control and Communications (C3) concepts to enable more pre-emptive action that meets residents\' needs. The outcomes for residents and Government from this new service delivery model have been promising. What we are looking for:You will be part of a 10-man (and growing!) team steering the full spectrum of municipal operations transformation viz. ground sensing, pre-emptive and reactive case management, consolidation of customer service touchpoints, technology deployment, resource optimisation, contract management and post-implementation reviews. Central to this role is sensitivity to public needs, the translation of these needs into concrete activities with clear business outcomes and working with diverse stakeholders to deliver these outcomes on time and within budget. [Key Competencies] \xe2\x80\xa2 [Serving with Heart, Commitment and Purpose] Curious about what is happening in our neighbourhoods. Sensitive to public needs and able to think from lay person\'s perspective. Adept at translating these needs into clear, concrete deliverables for team members and partner agencies. \xe2\x80\xa2 [Working as One Public Service] Possess strong track record of peer leadership, project and/or contract management and delivering results in Ops-Policy roles. \xe2\x80\xa2 [Keep Learning and Putting Skills into Action] Keen to explore a service delivery focus for next posting (with exposure to project and contract management, ground operations, ops-tech development and deployment, etc). \xe2\x80\xa2 [Improving and Innovating Continuously] Driven, has grit and is attentive to detail. \xe2\x80\xa2 Excellent written and verbal communication skills. \xe2\x80\xa2 Experience in the following is preferred but not mandatory: o 3-5 years of ground operations o IT systems and project management o Industry transformation and process reengineering We are looking for driven, like-minded colleagues that can work with the sector to take this progress to greater heights.
