What the role is:The Corporate Services (CS) cluster provides key support services for PSD, including Finance, Procurement, Registry and Officer Administration. CS manages PSD's budget to ensure financial accountability, fiscal sustainability and the effective & efficient use of public resources. It also oversees the implementation of procurement strategy and policies within the organisation, and ensures that the key principles governing procurement are adhered to. In the area of Knowledge Management, CS formulates internal policies and best practices to ensure the retention of knowledge and records across PSD. CS also ensures that officers enjoy a conducive, productive and safe office environment.What you will be working on:[Specific Job Responsibilities] You will lead a team of Finance officers towards the effective and efficient management of PSD's financial resources. To this end, you will analyse PSD's budget performance to make recommendations on the allocation of financial resources. You will also liaise with the Accountant-General's Department and Ministry of Finance (MOF) to ensure compliance with finance rules and regulations. Your responsibilities will also cover the following: Provide advice and guidance on financial-related matters including IM rules and guidelines, to Management and business units. Support the Internal Approving Authority and Tender Boards by reviewing funding proposals and tender board submissions to ensure that projects undertaken are operationally and financially viable. Oversee and maintain the robustness of the internal control environment at PSD, by recommending to Management appropriate processes and guidelines to ensure compliance with IMs and best practices.What we are looking for:Competencies Required [Budget Planning & Administration] Demonstrate advanced knowledge of prevailing principles, policies and regulations of budget planning and administration; Recommend and implement improvements to prevailing budget policies and guidelines, using advanced tools such as scenario testing; Plan and implement the annual budget activities and framework according to budget cycle timeline. [Costing and Resource Optimisation] Evaluate complex funding proposals using intermediate costing tools and techniques to assess risk and sustainability of projects. Advise business units on best practices to optimise public value in projects and ensure sustainability of WOG projects through effective cost recovery policies. [Financial Operations & Controls] Recommend and implement improvement enhancements to policies, laws and regulations and/or standard operating procedures; Design, update and standardise internal control procedures and systems based on changes in the business environment and/or best practices; Identify and advise on potential risks for complex issues/cases. [Business Partnering]: Consult with business units and Management by providing the financial views and proposals for business plans, key performance indicators, and process development; Support business units with financial insights and proposals to help them make informed decisions for business plans and process developments towards achieving the organisation's objectives.
