What the role is:Description of Group: The Rehabilitation and Protection Group (RPG) undertakes the statutory functions in the rehabilitation of adult and youth offenders, and the protection of children, families and vulnerable adults (VAs). Our mission is to empower individuals and families to break cycles of abuse, neglect and offending. We build socially-responsible individuals and strong and stable families by creating a safe and nurturing environment for children, young persons and families. We protect and rehabilitate the abused and delinquent. Description of Division/Branch: The various out-of-home care options for vulnerable children in Singapore include placement in foster care or children\'s homes. The Children in Care Service (CIC) provides oversight to this sector and collaborates with partners to enhance essential services and capabilities to strengthen care options for these children. Through these efforts, CIC aims to achieve positive outcomes for these children, helping them grow into productive members of society. Our responsibility involves planning and overseeing the Children in Care sector, which delivers care services and support to children in need.What you will be working on:You will join a team at the forefront of the development of the residential care sector. As a key member, you will play a pivotal role in planning, formulating, and driving capability development and innovation for the sector. Your efforts will be instrumental in advancing service standards, optimizing processes, and enhancing overall capabilities, shaping the future of care services and making a tangible difference in the lives of children in need and the staff who deliver the services. Responsibilities: \xe2\x80\xa2 Define the overarching approach and devise strategies to advance service standards, capabilities, and technology adoption within the residential care sector. \xe2\x80\xa2 Perform ongoing reviews to optimise processes in the residential care sector \xe2\x80\xa2 Develop and implement robust data collection framework and analyse relevant data to inform strategic planning. \xe2\x80\xa2 Collaborate closely with the various stakeholders to implement the devised strategies. \xe2\x80\xa2 Lead capability development initiatives within the sector \xe2\x80\xa2 Provide consultation on case management \xe2\x80\xa2 Participate in and contribute insights to the development of IT systems (e.g., SSNET-RP) \xe2\x80\xa2 Compile the performance indicators to track and assess progressWhat we are looking for:To excel in this role, you should meet the following requirements: \xe2\x80\xa2 Possess a tertiary qualification in Social Work, Psychology or related disciplines, with a minimum of 1 year of experience in social services. \xe2\x80\xa2 Possess some experience in setting out strategic approaches and developing strategies to advance service standards and capabilities. \xe2\x80\xa2 Ability to perform constant reviews and optimize processes. \xe2\x80\xa2 Possess strong analytical skills to interpret and derive insights from relevant data. \xe2\x80\xa2 Excellent interpersonal and communication skills, and the ability to build and maintain effective working relationships with various stakeholders. \xe2\x80\xa2 Be a team player who can thrive in a fast-paced setting while working independently. \xe2\x80\xa2 Comfortable with data mining/analysis and able to translate data into meaningful and concise narrative. \xe2\x80\xa2 Good written and presentation skills.About Ministry Of Social And Family Development:\xe2\x80\x9cWe are Professionals with Passion for People\xe2\x80\x9d The Ministry of Social and Family Development (MSF) develops the \xe2\x80\x9cheartware\xe2\x80\x9d for Singapore through our policies, community infrastructure, programmes and services.
