Aquatic Engineering & Construction; part of Acteon Group, is a global leader in laying and retrieving flexible and semi rigid products from the seabed in support of the renewables, oil and gas and telecommunications markets. The company has proven ability in shallow / deep water, and extensive experience of off and onshore installations, transpooling, recovery and decommissioning.

Aquatic Engineering & Construction are currently recruiting a Proposals Engineer on a full time, permanent basis to join their team in Singapore.

The Proposals Engineer will be responsible for the co-ordination and preparation of proposals in accordance with policy and process. Act as primary point of contact and information source (both internally and externally) from receipt of enquiry until award of contract. Liaise with Business Manager APAC for strategic clients and key accounts.

Duties/Responsibilities

• Develop a solution to address the complete enquiry and engage competent persons within Aquatic to ensure technical, HSE, contractual, etc. sections are fully reviewed and agreed
• Arrange technical and commercial bid meetings as necessary
• Clarify technical/equipment requirements with client
• Completing all proposals in accordance with departmental process and fully aligned to client requirements
• Manage internal reporting including CRM and cost models.
• Responsible for preparation of technical and commercial qualifications and ensuring these are incorporated in proposals
• Co-ordinate (or prepare) the physical elements of the proposal, ensuring such meets with client requirements or is suitably qualified
• Responsible for issue of RFQ\'s to subcontractors and analysis of their response as appropriate
• Undertake post submission clarification of proposal and revisions to proposal following changes to client\'s requirements
• Undertake pre-award negotiations and develop connection with client together with line manager.
• Responsible for ensuring contract is reflective of what has been agreed with the client/included in the proposal
• Conduct handover briefing to project delivery team upon contract award and ensure effective transfer of key issues, contacts and risks
• Assuring the commercial integrity of each project with respect to profit, risk, commercial exposure, long/short term strategy, and market rates. Demonstrated via adherence to process and project close-out report
• Actively participate in lessons learned exercises and ensure applicable lessons are effectively incorporated into future proposals
• General assistance to colleagues, where such can be given, to allow their work to progress efficiently, providing information/advice/training, etc. on request
• Carrying out any and all requested tasks at the discretion of Line Manager in the support of department goals and objectives

• Demonstrable experience in a similar offshore industry role, preferably in Marine Engineering and Construction, in particular flexibles, flowlines, risers, umbilical\'s
• Degree qualified in relevant discipline or equivalent offshore working experience would be desired
• Strong leadership and willingness to impart knowledge
• Financial and contractual awareness coupled with sound commercial judgement
• Familiarity with MS Office software packages as well as CRM
• Technically proficient with an understanding of subsea market
• Singapore Citizen/PR or Malaysian are encourage to apply
