Job Description


:

The Capital and Liquidity Management (\xe2\x80\x9cCLM\xe2\x80\x9d) Manager provides advice and guidance to functional colleagues and relevant internal stakeholders on capital, liquidity, balance sheet, asset and liability exposures, risk weighted assets (RWA), funding maturity profile, cash flow projections and legal and regulatory dimensions, for the effective management of financial resources. They will devise strategies and tactical measures to optimise funding for the bank, managing asset and liability mismatches in the liquidity pool and implement appropriate hedging strategies to manage risk. They will ensure that appropriate controls are in place to manage capital/liquidity/earning risk, in line with the bank\xe2\x80\x99s risk appetite and regulatory requirements. Where relevant, they may develop and execute risk management strategies and manage risks within authorised limits. They may also develop and execute the bank\xe2\x80\x99s issuance plans and / or devise and maintain structures to improve the liquidity of business assets.

The CLM Manager typically manages a team of CLM Analysts/Specialists to deliver support for run-the-bank (RTB) and change-the-bank (CTB) activities, ensuring appropriate business coverage and resource prioritisation.

About Treasury:

Treasury is part of the Finance division with the Group Treasurer reporting to the Group CFO. The function is responsible for the sourcing, management and optimization of liquidity and capital to deliver high-value risk management decisions. This is underpinned by a best-in-class risk framework that enables Treasury to identify the Bank\xe2\x80\x99s resource demands, set incentives by allocating resource costs to businesses and manage to evolving regulation.

Treasury\xe2\x80\x99s mandate, which encompasses the Bank\xe2\x80\x99s funding strategy, Asset and Liability management (ALM) and management of liquidity reserves, supports businesses in delivering on their strategic targets at global and local level. Treasury manages the optimization of all financial resources to implement the group\xe2\x80\x99s strategic objective and maximize long-term return on shareholders\xe2\x80\x99 equity. The Group Treasurer is based in London and the Treasury function operates across the globe with major hubs in Frankfurt, London, Singapore and New York.

Summary:

The successful candidate will be an experienced, independent and self-motivated contributor to the global Balance Sheet management team in Treasury. As the person will lead various efforts in the overall balance sheet management in APAC, the role demands a high level of commercial awareness, technical risk expertise and the ability to build relationships and manage a wide variety of senior stakeholders, including Business Heads, Country and Regional management, Finance, Risk, and other global Treasury functional teams.

Your key responsibilities:

Based in Singapore, the candidate will be responsible for:
  • Driving balance sheet analysis of legal entities within the Asia Pacific region to inform optimal funding and business strategy
  • Spearhead development of funding models and balance sheet management strategies to take account of the needs of local markets, business mix and long term direction
  • Ensuring consistency in balance sheet management strategies and driving alignment across legal entities where appropriate, while remaining nimble in assessment of any bespoke requirements
  • Responsible for providing insightful analysis and influence business and Treasury stakeholders on framework and methodology enhancements, including representation at executive and governance forums
  • Driving implementation of sophisticated analytics, steering tools and funds transfer pricing application with partner teams and Change teams where relevant
  • Working closely with peers in the other major Treasury hubs to ensure consistency of model development and sharing of best practices and ideas, balancing global and local needs
  • Optimize and steer funding and balance sheet requirements across all APAC locations based on various constraints, taking into account of emerging risks to avoid blind spots
  • Represent the region in global strategic deliveries for balance sheet management and tools
  • Oversight of local Treasury teams in various legal entities, providing guidance on complex issues management of stakeholders

Your skills and experience:

The candidate should have:
  • 8+ years of relevant experience in Treasury or balance sheet or asset & liability management (or equivalent track record) within a Business Division
  • Strong communication, presentation and problem solving skills
  • Experience in building relationships with senior stakeholders
  • A sense of intellectual curiosity, ability to work and present complex topics
  • People management experience (or oversight of a virtual team) with knowledge of local market dynamics and regulatory environment of APAC
  • Bachelors or equivalent degree in a relevant financial discipline
Role is required to be performed on-site at One Raffles Quay office. Relevant vaccination requirements may apply.
