A NSEWL Rail Services Manager (RSM) oversees the management of train and depot operations, in adherence to operations and regulatory requirements and standards. He/she performs on-site inspections, supervises train services and staff\xe2\x80\x99s operational performance, as well as reviews and implements measures to improve staff safety, performance and service standards. He/she represents the organisation in responding to rail service enquiries, and works closely with internal and external stakeholders for service improvement reviews complaints, and investigations. He/she is the first responder to incidents related to train service and depot operations, to coordinate recovery actions, performs investigations and submits reports if required. He/she also coordinates with these stakeholders during rail incidents and/or accidents.
Responsibilities
Support Train Operations and Requirements
Ensure a safe and reliable train service for staff and commuters
Ensure all incidents, feedback and complaints related to train services from internal and external stakeholders are investigated and followed up promptly
Ensure readiness of crew facilities in mainline and depot
Ensure compliance to all regulations and operating procedures
Review the documentation of all train operation activities to ensure currency for Standard Operating Procedures
Conduct patrols and visual track inspections at depots or the mainline
Required to work on 3 rotating shifts
Manage Rail Incidents and/or Accidents
Supervise the redeployment of Train Captains during rail incidents, accidents, and unfulfilled schedules
Conduct, coordinate and escalate on the investigation of rail incidents and/or accidents
Assess, perform and coordinate recovery actions for rail incidents and/or accidents between relevant parties
Coordinate responses to rail incidents and/or accidents with internal and external stakeholder as an Assistant Incident Officer
Coordinate follow-up actions to prevent the recurrence of rail incidents and/or accidents
Staff Management
Ensure workforce readiness via engagements with duty staff
Ensure overall operational performance, welfare, discipline, competency and proficiency of Train Captains under his/her charge
General
Undertake any other tasks and projects as assigned
Qualifications & Work Experience
Degree in Engineering or Diploma in Engineering with related experience
Skills
Proficient in Microsoft Office
Good inter-personal and communication skills, able to work independently as well as in a team environment with individuals of diverse backgrounds
Detail-orientated and highly organized
Must be highly motivated and able to work under pressure and handle stress
