Principal Responsibilities:

  • This role will require the successful candidate to provide leadership as the regional industry head for hedge funds and funds in APAC and as the senior credit risk approver for Malaysia and Singapore across all FI segments. The position also approves & manages our FI credit exposures taken by Citi’s broker dealer entities (CGM) in Korea (CGMK), Hong Kong (CGMAL), Indonesia (CKI) and Malaysia (CGMM).
  • In addition, the role will be responsible for the controls environment for FICC APAC and will have management responsibility over our regulatory risk & controls team in APAC region, working closely with our group’s global controls team.
Responsibilities:
The primary role will be to proactively manage credit exposures of Citi's APAC regional hedge funds, oversight of the regional funds and approval coverage of fund managers based in Hong Kong and all financial institutions in Malaysia and Singapore and supervisory oversight for FI credit risk, in Citi corporate chain vehicles in Korea (CGMK), Indonesia (CSI), Hong Kong (CGMAL) and Malaysia (CGMM).
  • The candidate will dictate Citi's risk appetite in the portfolio across all credit sensitive products, which include loans, derivatives and other capital markets products (cash; securities lending; equity, FX, and FICC derivatives; Equity and FX Prime Brokerage), trade finance, clearing and settlement.
  • Complete credit analysis and actively monitor the Financial Institutions portfolios with a focus on proactive problem recognition, stress testing and overall portfolio management.
  • Make informed decisions (in collaboration with bankers, product specialists and industry specialists) through an understanding of the credit, structure and profitability features of each relationship. This includes identifying target market additions and deletions by reference to credit quality and returns.
  • Build a comprehensive understanding of the local market, key clients, local market conditions and the capabilities and practices of our competitors.
  • Managing a team of 10 staff across three countries.
  • Ensure the quality of credit analysis, identify areas of improvement of the team under supervision and establish effective training and development plans. Ensuring the proper workload balance throughout the available resources to comply with risk processes and give adequate support to the business.
  • Significant interaction with a wide range of Financial Institutions Group country heads, Markets MDs and other global function colleagues as well as external stakeholders such as regulators
  • Manage and resolve escalation issues and communicate with the Business on a daily basis
  • Primary interface to the local regulators for the portfolio, specifically the Monetary Authority of Singapore (MAS) and represent FICC on the Singapore Country Risk Management Committee (CRMC) for governance matters.
  • Manage increasing demands of regulatory and management reporting, including ensuring timely input from key stakeholders and monitoring data quality.
  • The role is also responsible for maintaining the control environment for FICC in APAC. This will have management responsibility over a dedicated team of regulatory risk officers. Regulatory risk officers are responsible for providing risk strategic analytics, information management across Citigroup products and reports to senior management including project management with respect to Regulatory Inventory Management across the APAC Region. This includes assessment and responses to existing regulation with respect to gaps, compliance and ongoing maintenance and review of new regulations. Implementation and ongoing monitoring of regional self-assessment controls, including identifying issues and developing corrective action plans
  • Liaising with Internal Audit for regional FICC audits and coordinating with the Global Controls Team
  • Oversight over the ICG Risk Analytics Unit (IRAU) that supports credit analysis and writing of credit reviews in his/her coverage portfolio. Supervision and training of the exception monitoring team in Manila

Qualifications:
  • Senior Director / Managing Director
  • SCO Level 2 or the potential to be appointed as a Risk SCO Level 2.
  • Minimum of 15 years of large financial institutions credit risk management experience. The ideal candidate will have experience managing hedge funds, asset management funds and other financial institutions.
  • Strong technical expertise and solid understanding of capital markets products, credit documentation (credit agreements, ISDA, CSA) and complex structures and associated risks (loans, derivative, trade and transactional services).
  • Strong leadership skills. Proven track record of building business relationships. Strong influencing and negotiating ability.
  • Breaks silos and builds partnerships across functions and regions; collaborates well with others.
  • Provides well-reasoned, balanced assessments of risk/return trade-offs associated with transactions and client relationships.
  • Serves as a point of escalation for key issues or time sensitive decisions. Acts decisively in high risk scenarios, assessing a situation based on available data, experience and judgment.
  • Has deep knowledge of the competitive landscape and potential threats and opportunities.
  • Experience of managing large groups, including teams that are regionally dispersed.
  • Maintains excellent working relationships with Fundamental Credit Risk, Internal Audit and with Regulators
  • Unquestioned ethics with understanding of regulatory expectations of Citi
Education:
  • Bachelor's degree/University degree or equivalent experience
  • Master's degree preferred
