He/she shall be an able practitioner, who will have experience in project and/or program management, and international capital works. He/she will be expected to manage the capital budget and delivery of capital projects through the region and report accordingly:The role is to:1. Assist the Client in the capital project strategy, developing budget and schedule forecasts for business case approval.2. Lead and provide oversight to all of the regional projects and provide expert guidance and advice on all matters relating to project delivery.3. On board project managers and ensure they deliver projects to specification, on time and in budget.4. Ensure a robust scope, budget and program of projects is in place.5. Responsibility to ensure that the PM\xe2\x80\x99s report accurately on the status of the project and project finances.6. Ensure that changes to scope or budget are reported on and managed accordingly.7. Drive cost assurance and value engineering.Ongoing Delivery Support

  • Advise the client on procurement strategy for different types of projects, taking into consideration, time, budget, resource and project requirements/Scope.
  • Issues RFPs, negotiates fees, develops contracts and coordinates the activities of licensed architectural, mechanical, electrical, structural firms and principal contractors as needed for projects requiring drawings, in conjunction with the Client.
  • Developing and managing various contracts containing the commercial terms and where appropriate in accordance with the Customer\xe2\x80\x99s template including a non-disclosure clause and PI insurance.
  • Prepare forecast schedules and programs of work.
  • Prepare budgets and cost estimates.
  • Assist in developing, creating and maintaining the approved design standards.
  • Interprets construction documents during bidding and assists in review and recommendation of bids received for construction.
  • Managing, overseeing and coordinating key aspects of the construction delivery process, including activities performed by key team members (e.g., project manager, tenant representative, architect, mechanical, electrical and structural engineers, cost consultant and works contractor) across multiple projects;. The Program Manager shall also coordinate the engagement with other corporate support functions such as MGTI (technology standards, technology, data/networking, communications / communications rooms, AV), Group Security (security standards, access control, monitoring) and Finance (finances, approvals, invoicing and payments) depending on the needs of a project.
  • Monitor project tracking tool to ensure data is accurate, complete and up to date.
  • Assist Client in determining project requirements including gathering market information for budgetary purposes.
  • Work with local PDS offices to provide the appropriate project management resources for the Client.
  • Monitor Project Delivery through reporting and conference calls.
  • Point of Contact/escalation for project teams and for Client.
  • Deliver Project Reviews, monitor Change Control and Risk Management.
  • Own Lessons Learned process at the Account level.
  • Confirm existing Client project authorisations (budget), current expenditure, forecast completion total.
  • Ensure PM\xe2\x80\x99s provide weekly update on project status and budget with a detailed monthly report (consolidate reports where necessary).
  • Ensure Project Managers are holding regular project review meetings and that regular updates are released.
  • Ensure projects are closed out in line with the client checklist.
  • Implementation of client standards by in-country Project Managers.

  • A degree in Project Management, Real Estate or related field or; work experience of minimum ten (10) years, which must be related to all aspects of Construction / Project and Program Management / Real Estate.
  • Fluent in spoken and written English.
  • Fluent in spoken and written Mandarin would be a bonus.
  • Excellent communication skills, and experience in remote management.
  • Prior experience in Program Management (international experience in capital works and/or programs with multiple projects) preferred.
