Job Description

Role Responsibilities
Operational Resilience enables the Group to prioritise the most important business services to our customers. It enables the product and segment CEOs to set impact tolerances thresholds for those services and ensures the operational assets which support those services are built, maintained, changed in BAU with resilient service in mind and can continue to provide those services during crisis.
The purpose of the role is to provide Operational Resilience regulatory guidance and presence in CCIB and CPBB Business. The role-holder will act as key point of contact for successful completion of the Operational Resilience programme.
The role will involve working with a diverse group of stakeholders in CCIB, CPBB, Functions, Regional / Country, Operational Risk, Supply Chain Management, Technology and Innovation and Resilience to ensure that the Operational Resilience projects in Business align to the endorsed methodology which meets the regulatory requirements.
Strategy

  • Define underlying Operational Resilience regulatory requirements and obligations.
  • Plan and define strategy / methodology to implement Operational Resilience in 1LOD Business and Functions.
  • Monitor the emerging Operational Resilience regulations from key regulatory authorities (i.e. Bank of England, Bank of International Settlements, Financial Stability Board, European Banking Authority, Monetary Authority of Singapore, Hong Kong Monetary Authority etc) and update strategy / methodology as required.
Business
  • Provide guidance on Operational Resilience regulations and industry best practices to Business
  • Drive Operational Resilience training and communications effort to ensure timely completion of planning and implementation workstream for Business.
  • Support Group Resilience Team to produce training materials.
  • Perform training of Operational Resilience systems to stakeholders if necessary.

Risk Management
  • Coordinate Operational Resilience scenario testing requirements with 1LOD and 2LOD stakeholders.
  • Support the identification of vulnerabilities arising from scenario testing.
  • Coordinate with Business and Functions to prepare Self Assessments as required by the Regulators.
Governance
  • Coordinate Senior Manager Regime cascade from Group COO to respective business scorecard and governance forums.
  • Coordinate alignment to Client Journey governance and playbook standards.
  • Design Operational Resilience metrics and dashboards, which will require data from operational risk, supply chain management, technology, service catalogue and other relevant data sources.
  • Conduct gap analysis to assess data availability and implementation effort required for dashboards.
  • Provide Operational Resilience updates and support Resilience COO team for regulatory submissions, industry responses, senior Risk Committee Meetings and audits.
  • Support Programme Manager in updating and tracking programme artefacts such as the programme plan, Programme Steering Committee and Programme Working Group.

Our Ideal Candidate
  • 5 and more years relevant experience, within which proven experience in a regulatory change project role within the Bank is preferred; Exposure to a large-scale Programme is preferred.
  • Experience with 'Agile' ways of working and client journeys.
  • Related experience in areas such as scenario testing, business continuity, business impact analysis and crisis management is advantageous.
  • Strong interpersonal and stakeholder management skills, across various levels in the organization including senior leadership teams, in influencing key decisions taken in the business and in support teams.
  • Must be a self-starter who is able to initiate and successfully drive programs and projects to completion with little management supervision.
  • Is energetic, determined, positive, goal focused and consistent.
Knowledge and Skills
  • Subject matter expertise in emerging Operational Resilience Regulations.
  • Broad understanding of related resilience regulations such as Operational Continuity In Resolution, Firm's Continuity of Access to Financial Markets Infrastructure, digital and cyber resilience etc from key regulatory authorities (i.e. Bank of England, Bank of International Settlements, Financial Stability Board, European Banking Authority, Monetary Authority of Singapore, Hong Kong Monetary Authority, etc).
  • Broad understanding of Operational Risk and process mapping.
  • In-depth understanding of Standard Chartered Group's Businesses, footprint, and operating model.
  • Ability to work with large data sets, prepare data for analysis and visualise data.
  • Working knowledge of data visualisation tools such as Microstrategy or Tableau is advantageous.
  • Ability to engage and influence stakeholders across Businesses, Functions and Countries.
  • Excellent written and verbal communication skills to communicate with Business and Regional Stakeholders. Confident in communicating with senior Business members.
