What the role is
PSD has embarked on Project Cumulus to onboard statutory boards across the Public Service onto a common cloud-based corporate system, Workday. Today, the statutory boards across the Public Service are using different HR systems based on their own HR processes. As part of the harmonisation onto a single system, Project Cumulus will bring about changes in business processes, systems and technology, job roles and organization structures across the various statutory boards. The project team has implemented Workday for 31 agencies, with another 10 agencies in the pipeline.
What you will be working on
Reporting to the CUMULUS Director, you will be responsible for the Solutioning for all tracks in Workday. You will need work with the Project Implementation team as well as the Maintenance Support Team.
Key responsibilities will be to coach and develop members of the CUMULUS team in configuration, based on a good grounding in HR & Tech practices using empirical and proven techniques to ensure that we get the best leverages from the solution. The key measure for the success for this role is to build a constant and critical mass of solutioning & configuration capabilities in the CUMULUS team.
The solutioning & configuration will be worked in sync to fulfil Global Template requirements as well as delivering on the CUMULUS customers’ needs. Issues involving solutioning can arise from Workday product or Security compliance needs, or Design Authority approved needs to fulfil business needs. The role will be involved in all phases of Project Implementations (to configure new needs), Innovations Implementation as well as Change Requests as approved by the Design Authority. The solutions implemented should work in an integrated manner to the configuration of the overall CUMULUS systems and delivering end to end seamless delivery.

[Work Experience & Competencies]
An ideal candidate should possess the following:
• [Thinking Clearly and Making Sound Judgements] Ability to work through user needs and methodical solutioning with a strong eye on configuration options & possibilities. Ability to articulate the rationale for moving solutions forward clearly to the team, and able to lead discussions with the key stakeholders including the Agencies, Workday, CSG, SI. Has the curiosity to try new ways to solution with a keen eye on improving UX.
• [Experience in Enterprise Systems] You should have expert level of skills and experience in seeing through a few cycles of end-to-end solutioning & configuration for implementation and/or maintenance of Enterprise systems solutioning and configuration. Prior experience in working on HR systems (especially Workday), in a wide range of HCM Tracks and Technical Tracks in solutioning & configuration role (minimum 8 years) is required.
• [Working Effectively with Stakeholders] Ability to engage stakeholders to gather feedback, identify gaps in meeting their needs, and propose and communicate system solutions to them effectively. You should possess strong written and oral communication skills to influence stakeholders towards common outcomes.
• [Project & Change Management] Strong planning and analytical skills with ability to leverage the use of data and research to manage project milestones and drive initiatives. You should have knowledge of change management principles, methodologies and tools; and experience in executing communication and engagement plans to achieve effective project implementation.
• [HR Policies and Processes] Sound understanding of HR policies and practices in the Public Service, and ability to translate and incorporate them into the HR system.
• [Qualifications] – The incumbent will have minimum 8 years of configuration & solutioning experience in Workday. He / She will have Workday Pro Certification in the core modules. A Workday Partner certified candidate will have a significant advantage.
