What the role is:Strategy, International and Research Policy Directorate (SIR) drives the strategic planning process, conducts research to shape policies and develops the organizational capabilities of the Ministry. The Strategy Branch (SB) steers the ministry\'s strategic planning process and risk management. The branch aims to strengthen cross division nexus and align the plans of the ministry with WOG priorities.What you will be working on:As a Senior Assistant Director (Strategy Branch), you will drive strategic planning and organization alignment for an effective and future ready MSF. This includes: \xe2\x80\xa2 Stewarding MSF strategic planning process to ensure MSF achieves its strategic outcomes for the near and longer term; \xe2\x80\xa2 Driving prioritisation of MSF resources; \xe2\x80\xa2 Stewarding MSF\'s enterprise risk management framework; \xe2\x80\xa2 Conducting horizon scanning and deep dives on cross-division issues to surface emerging issues; \xe2\x80\xa2 Overseeing MSF\'s approach to parliamentary responses; and \xe2\x80\xa2 Advocating for MSF/Social Sector outcomes in WOG platforms (e.g. Social Domain Rules Review, Social Forum) The officer would lead a team to: \xe2\x80\xa2 Drive the strategic planning process in MSF. This involves shaping MSF\'s workplan agenda and priorities in close collaboration with policy divisions, to further MSF\'s desired outcomes and WOG strategic objectives; \xe2\x80\xa2 Oversee and enhance the Ministry\'s performance management system, to ensure an outcome-based approach for the Ministry\'s strategies and policies; \xe2\x80\xa2 Work closely with other agencies on WOG efforts to address social issues, in particular, social mobility, family development and social cohesion, as well as improving regulatory effectiveness among social domain agencies; \xe2\x80\xa2 Work closely with various policy and operational divisions to analyse key emerging issues risks that could derail MSF from its policy objectives, and develop plans and mitigation measures to address these risks; \xe2\x80\xa2 Work in collaboration with Finance and Human Resources Divisions to strategically review MSF\'s programmes and policies to identify areas of resource prioritisation; and \xe2\x80\xa2 Support public sector transformation efforts to ensure a future-ready organisation. The officer will have a unique vantage point to gain an understanding of the breadth of MSF\'s work. He/she will have the opportunity to regularly engage senior management and MSF divisions to shape organisational priorities, as well as undertake horizon scanning and deep-dives on cross-cutting issues with partner divisions. The officer will be able to build organisational development skills through organisation alignment initiatives. Through the above, you will assist MSF\'s leadership to steer the direction of the Ministry, influence the allocation of resources, and the work of the various divisions.What we are looking for:
