Job Purpose Within this role, the successful candidate will be a member of the Contracts team in SMRT Trains' Plans and Development department, ensuring all expenditure and revenue contracts are fit for purpose and ensuring compliance to Rapid Trans Job Purpose Within this role, the successful candidate will be a member of the Contracts team in SMRT Trains' Plans and Development department, ensuring all expenditure and revenue contracts are fit for purpose and ensuring compliance to Rapid Transit Systems License and SMRT corporate manuals and policies. Responsibilities Single point liaison for matters concerning Manpower Claims for LTA Projects, including Managing joint LTA-SMRT meetings which includes liaising with LTA Secretariat, briefing SMRT committee members prior to the meeting, coordinating and reviewing presentation materials with SMRT project teams and reviewing the minutes. Advisory to project teams on compliance, process and claims matters Supervising the billing team to ensure timely and accurate billing Resolving billing or claims disputes Provide guidance and advice to Trains' users on revenue agreements including Review of agreements, financial evaluation and other related documentation Provide negotiation support Ensuring transactions are compliant with internal policies and processes, Licenses and related Regulations. Liaise with various internal stakeholders such as Legal, Finance, IT, Procurement, Maintenance, Operations and Project Teams on various issues. Manage monthly applications to LTA to ensure compliance to the Rapid Transit Systems License. Continuously improving current processes from identifying issues and challenges, developing plans to implementation of the changes. support process improvements programmes (such as KAIZEN) Engage users by conducting workshops and briefings to increase awareness on good claims and contract practices. Execute sound project management principles and financial acumen when handling reimbursements or grants. Participation in ad hoc assignments as assigned by the Head of Resource Management Qualifications & Work Experience Recognized degree in Science, Building or any Engineering branch. At least 2 years of experience in Maintenance, Operations and Project management related field. Exposure to Legal, Finance or Quantity Surveyor works would be an added advantage. Skills Exposure or experience in the Rail/Transportation Industry is an advantage. Self-driven, meticulous, with good time management skills Ability to independently handle multiple complex issues concurrently. Objective based approach to work and with the ability to set and meet targets. Demonstrate flexibility in resolving issues Demonstrate innovation and creativity in overcoming challenges and difficulties. Sound knowledge and awareness of general business processes and organisational framework Proficient at producing and presenting reports and proposals. Ability to demonstrate innovation and creativity. Comfortable in dealing with different levels of personnel from technical and frontline staff to Senior Management levels. Good leadership qualities, ability to work well within a team and influence key decision makers. Microsoft literate in the use, functionalities and modules Knowledge in SAP and ARIBA would be an advantage
