Job Description


Job Purpose

You will assist to monitor and execute Circle Line (CCL) Safety, Security and Quality (SSQ) branch\'s Safety and Quality workplan and programmes.

Responsibilities

Inspections and Audits

  • Conducts inspections as per the Safety and Quality Inspection Plan to verify compliance with authorised procedures and regulatory requirements and highlight gaps to improve existing processes.
  • Conducts internal audit and prepares CCL for ISO 9001, 14001 and 45001 recertification and surveillance audits.
Safety and Quality Advice
  • Assists to review Risk Assessment and provide Safety / Quality advice to CCL\'s stakeholders.
  • Reviews existing procedures / processes, identifies hazards and risks at the work premises and proposes recommendations for improvements.
  • Reviews EHS Legal Register and advises CCL stakeholders on the latest changes in legislations and best practices.
Incident Investigation
  • Manages and supports Incident Investigations (accidents and near misses) to identify root causes using 5M Analysis and proposes corrective actions to prevent recurrence.
Safety Promotion and Education
  • Develops learning materials from inspection / audit / investigation findings and shares with CCL stakeholders through various communication channels.
  • Plans and organises Safety and Quality events to promote Safety and Quality awareness.
Safety and Quality Performance
  • Collates Safety and Quality performance indicators, provides analysis to identify emerging trends and proposes recommendations to mitigate the rising risks.
  • Tracks and monitors outstanding action items from inspections, investigations, and safety programmes (such as Open Reporting, Gemba Walk) till they are properly closed.
Other duties
  • Performs secretariat duty for monthly WSH Committee Meeting for Kim Chuan Depot or CCL SSQ Meeting.
  • Collaborates with CCL SSQ\'s Security colleagues and supports them, as required.
  • Other ad-hoc duties (including Safety and Quality initiatives driven by Corp / Trains level and support requests from CCL Operations), as required.
Qualifications & Work Experience
  • Degree in Engineering/Business from a recognised institution with at least 3-5 years of relevant working experience.
  • Good knowledge of the Singapore WSH Act, Environmental Protection and Fire Safety legislations, Codes of Practice and Singapore Standards.
  • Registered WSH Officer or Specialist Diploma in WSH (or equivalent) will have an added advantage.
  • Trained practitioner of ISO9001/45001 will have added advantage.
  • Knowledge of data analysis software will have added advantage.

  • Able to work independently and under pressure of tight timeline, self- motivated, resourceful and organized.
  • Willingness/required to work outside normal office hours and/or shift hours to perform audits.
