Job Purpose
The jobholder is the subject matter expert in system management for Rolling Stock (RS), reports to the Manager, Senior Manager System Management (Rolling Stock). Responsibilities include implementing plans and processes for the effective maintenance, operation, and sustainability of SMRT TRAINS\' rolling stock. They assist the Manager in life cycle support, supply chain management, and system management matters. The role involves implementing long-term strategies directed by the Manager for RS Systems development through relationship management with internal and external stakeholders. Additionally, the jobholder participates in asset management collaboration with the Authority and SMRT stakeholders to meet license requirements.
Responsibilities
The jobholder is the Engineer/Senior Engineer System Management for rolling stock. She/he is accountable to Manager, Senior Manager System Management (Rolling Stock) for holistic system management of RS in the SMRT TRAINS from acquisition-to-retirement. Her/his roles and responsibilities shall include but not limited to the following areas:
Contract Negotiation & Management. Oversees contract negotiation and management, focusing on outsourcing, repair, and logistics support. The role requires expertise in mechanisms like Performance-Based Contracting and Framework Agreements. Strong interpersonal skills are essential for building collaborative relationships with Original Equipment Manufacturers to ensure the best value for SMRT TRAINS.
Budget Management. Partnering with different stakeholders to ensure cost-effective support for SMRT TRAINS. This involves prudent budget management, assessing investment ROI, and integrating engineering and supply expertise with system management competencies to address project and maintenance challenges, including finding cost-effective outsourcing and materials support.
Outsourcing Programs. Analyzing cost-effective options for Rolling Stock management. Oversees outsourcing program development and advises on contractual sustainability. Long-term responsibilities include shaping outsourcing strategies in collaboration with SMRT Business Units.
Renewals & Retirement Programs. Collaborates with the Project Team to ensure a seamless transition by integrating induction and retirement plans. Lead Project Justification Papers (PJP) and Master Replacement Program (MRP) requirements and drive the development of the Integrated Product Support Plan with the Project Team.
Supply Chain Management. Ensuring overall fleet sustainability. Analyzes resources to optimize fleet availability and maintains a holistic overview of supply chain requirements. Collaborate with SMRT Business Units to develop obsolescence and spares management strategies for the fleet, ensuring sustainable support throughout its service life.
Asset Management requirements. Supporting Asset Management team in meeting license requirements. Coordinates with the authority and SMRT stakeholders, generating reports and letters to ensure SMRT\'s compliance with asset management requirements.
