The Role


Where you fit in? To provide real time, proactive, legal advice on all regulatory matters related to Shell’s Singapore and Asia Pacific Trading and Supply organisation. The candidate will work hand in hand with and alongside the Trading & Supply (T&S) Compliance organisation and provide legal advice and support on all regulatory matters as are relevant to the business in the region for crude, products, gas power, and environmental products. What’s the role? The following accountabilities cover the whole Asia Pacific region, except where stated:
  • Pro-actively scan the horizon and develop the team’s practice, expertise and know-how to provide advice as an APAC regional focal point on key up-and -coming Environmental, Social and Governance (ESG) areas including regulation of voluntary carbon credits, human rights, biofuels and other low carbon fuels, taxonomies, disclosure standards and their impact on the T&S business
  • Provide advice on how financial regulations in Singapore impact the T&S business and work closely with the Regulatory team in T&S Compliance and the Business to ensure business compliance.
  • Provide input and advice to T&S Business lawyers and Compliance colleagues on commonly encountered regulatory issues, including best practices or on risks and mitigants as part of review process for relevant new business proposals across all business lines in region
  • Maintain/refresh or prepare Regulatory Deep Dives for key T&S jurisdictions so that there is a clear overall picture of the regulatory risks faced by the T&S business in those jurisdictions
  • Act as an integrator to work with relevant SMEs, compliance colleagues and the business focal points to assess the impact of new or expanded regulations (e.g., data protection) and to take the right steps to ensure compliance.
  • Where external regulatory legal advice is required, work with business lawyers to ensure that the advice commissioned from external counsel addresses the key regulatory risks and provides fit for purpose solutions to address such risk and is provided in a cost-effective manner.
  • Provide regulatory advice on portfolio transactions which involve the merger with acquisition or divestment of businesses with regulated activities.
Key challenges The candidate should be comfortable and assured in dealing quickly and accurately with requests for advice on regulatory matters from business clients, front-line trading staff and compliance colleagues in a fast moving and, at times, pressurised business environment. The candidate should be comfortable in advising business colleagues at the highest level. Dimensions Shell Trading & Supply one of the largest energy traders in the world. It is a key business for the Shell Group, closely connected to the Upstream, Downstream and Integrated Gas businesses. Shell Trading & Supply comprises a worldwide trading network with a global portfolio in crude oil, refined products, biofuels, environmental products, LNG and natural gas, power and chemicals, together with associated derivatives trading both for hedge and speculative purposes. Beyond the Trading network, Shell Trading & Supply provides an extended supply and distribution network delivering oil, gas, power, and refined products. Shell Trading & Supply equally houses one of the largest LNG shipping operators in the world: Shell manages over 40 LNG carriers and 10 oil tankers.
What we need from you?
We are keen to hear from candidates with the following qualifications and experience:
  • Law degree and professional legal qualification in Singapore or a common law jurisdiction
  • With at least 12-15 years PQE
  • Excellent command of English language, both spoken and written/drafting skills.
  • Experienced in regulatory matters and financial regulation as it applies a commodity trading business and willingness to grow knowledge in the physical regulation space, including gas and power and biofuels
  • Experience supporting organizational compliance programs in difficult environments and under challenging conditions.
  • Ability to quickly identify and give clear exposition of regulatory exposure in business activities and to advise on how to manage those risks.
  • Ability to understand and take account of business drivers and needs and balance with wider constraints.
  • The ability to work both independently and as a team member is essential. Strong interpersonal skills to develop and maintain relations with internal and external stakeholders across diverse cultural backgrounds.
  • Strong influencing, negotiation, business partnering and facilitation skills
