Job Description


What the role is:You will be part of a finance team that manages the Ministry's financial control and reporting, budget, grant management and procurement policies, systems and processes. You will set provide financial advice, draft and update finance policies, and manage the day-to-day financial operations and reporting, including claims, fixed assets, receipts and payments. You will also evaluate operating and development budget, fees & charges proposals, grant disbursements, governance and audit matters for the Ministry's Statutory Boards. You will be involved in the Programme Evaluation initiatives of the finance team who drives programme evaluation efforts across MOH-Family. This includes opportunity to participate in finance policy, process and systems reviews, including implementation of data analytics, Robotic Process Automation and digitalisation initiatives. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:Finance Control and Reporting Manage business transactions, including claims (including overseas trips budget), fixed assets, receipts and payments, to ensure accurate and timely financial reporting in compliance with IM and other regulatory requirements Evaluate operating and development budget, fee and charges proposals, grant disbursement and governance matters for MOH Statutory Boards Oversee Finance Share Service provider with VITAL as the service provider Perform accounts closing activities and manage the preparation of Government Financial Statements and respond to auditors on audit findings Participate in finance policy, process and systems reviews, including implementation of data analytics and Robotic Process Automation Performance Evaluation Work with policy divisions and stakeholders to evaluate health programmes using the most suitable methods (qualitative/quantitative studies, experimental/quasi-experimental designs) Interpret and communicate findings in light of policy decisions/context Work with stakeholders and use evaluation results to drive process improvement and decision-makingWhat we are looking for:

  • Education in Finance, Financial Management, Business Information Technology, Business Management or related qualifications Minimum two years of relevant working experience in Finance, Automation and/or Data Analysis in Healthcare or Government sectors Possess a wide range of finance skills. Familiar with business process automation and financial analytics will be an advantage Good stakeholder engagement, communication, and presentation skills Able to work independently and in a Team Ability to work under pressure with minimal supervision in a fast-paced working environment Ideal candidate should also possess the following key competencies: Thinking Clearly & Making Sound Judgements - Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities.
