Our client is a prestigious University. It is seeking to employ an experienced
professional to join them as
Senior / Manager (M & E, Campus Development, Estates) (Ref:
KHXXX)
The Senior Manager / Manager (M&E, Campus Development, Estates), reports to the
Project Director (Campus Development, Estates), and is responsible for mechanical &
electrical (M&E) engineering works related to the development of a new, flagship
campus, which will consolidate all of the University\xe2\x80\x99s operations in a single location. The
University\xe2\x80\x99s focus on community and industry integration themed with unique urban and
architectural design will set the campus apart from other local tertiary institutions. The
development in Singapore\xe2\x80\x99s most iconic eco-town located in the north-east of Singapore
will allow the University the opportunity to grow a true University Town in Singapore.

The Job
\xef\x82\xb7 Be responsible for M&E engineering aspects of building, fit-out and
infrastructure projects which will encompass conducting feasibility studies,
budgeting, funding approval, design, project programming, procurement,
reguatory compliance, design review and quality assurance.
\xef\x82\xb7 Propose conceptual design for development projects with input from
stakeholders.
\xef\x82\xb7 Work with key stakeholders and obtain their requirements and needs for
incorporation into project brief.
\xef\x82\xb7 Evaluate and advise on appropriate M&E engineering design to meet the project
objectives, requirements and budget.
\xef\x82\xb7 Review, challenge and value-add on the designs/specification/drawings
submitted by consultants and contractors to achieve quality, compliance and
value for money. Manage and review M&E engineering consultants\xe2\x80\x99 designs
according to specifications and code requirements.
\xef\x82\xb7 Attend consultant and site meetings with the Project Team and carry out
inspections on site to ensure that the M&E works carried out by the builder to
meet the desired quality/workmanship are completed on time and within budget.
\xef\x82\xb7 Manage external/outsourced resources (consultants and site supervisory staff)
to execute the projects.
\xef\x82\xb7 Ensure that contractors carry out works in a safe manner with the necessary risk
assessments and workplace safety measures in place to manage project risks.
\xef\x82\xb7 Provide technical support to stakeholders in the resolution of technical issues
when needed.
\xef\x82\xb7 Undertake any other tasks or responsibilities as required by Management in the
course of work.

The Candidate
\xef\x82\xb7 A recognised degree in Mechanical or Electrical Engineering from a recognised
University with at least 5 years of relevant working experience as a
Mechanical/Electrical Engineer or Project Manager preferably in public /
developer organisations or consulting firms.
\xef\x82\xb7 Relevant experience in the planning, design and implementation of large scale
development projects.
\xef\x82\xb7 Working experience and knowledge of Government policies; functions and
requirements of key Agencies and the regulatory framework for development
projects.
\xef\x82\xb7 Strong in people management, good writing, communication and presentation
skills
\xef\x82\xb7 Detail-oriented and yet capable of macro analysis with good acumen in
management and resolution of technical issues and challenges.
\xef\x82\xb7 Technically competent in various software programmes such as Microsoft Project,
Microsoft PowerPoint, Microsoft Word and Microsoft Excel.
