Pfizer Singapore is recruiting permanent employees for manufacturing site expansion of Pfizer Asia Manufacturing Pte Ltd (PAMPL) in Singapore

POSITION SUMMARY

  • Design Mechanical/equipment/piping and project implementation through installation, commissioning, validation, documentation, maintenance and operation troubleshooting in accordance to plant specification, cGMP, EHS and regulatory requirements.
  • Carry out cost estimation, planned scheduled using MS Project software, project cost control and project report.
  • Maintain project cost data by developing information requirements and manage project cashflow using Capital Portfolio Management (CPM).
  • Carry out bid preparation, site show, evaluate, recommendation and safety briefing for Mechanical equipment vendor and contractor for the project.
  • Work with cross function Project team to support other project activities meeting cost, schedule and in compliance with cGMP, EHS and regulatory requirements.
  • Carry out project safety review such as Risk Assessment, Hazop, PSSR etc

POSITION RESPONSIBILITIES

  • Evaluate equipment and system (include piping) integrity by conducting feasibility study and applying principles of mechanics, thermodynamics, hydraulics, heat transfer and materials.
  • Complete assigned projects (CAPEX & MISC CAPEX) without compromise on safety, schedule, specification, quality and within budget.
  • Manage 3rd party EPC and multidisciplinary projects independently
  • Provide leadership to ensure equipment reliability through fabrication, assembly, installation processes, testing and validation methods and be responsible for factory acceptance test (FAT) and site acceptance test (SAT)
  • Prepare/Review/Approve bidding document/drawings, carry out bid evaluation and recommendation.
  • Provide leadership in the entire end to end process of development testing and validation procedure (with Quality/Validation) by studying test requirements and operating methods.
  • Develop and manage comprehensive DQ and IQ
  • Ensure process safety is incorporated into the design and maintenance system
  • Ensure plant equipment meeting latest codes of practices and good engineering practices from PGE guideline
  • Lead all the authorities submission with Professional Engineers, consultants and government bodies for projects and obtain authorities waiver. This includes responding to all questions and queries and developing strategic responses to obtain a positive outcomes
  • Manage contractors' safety program and meeting and carry out/approve any safety investigations. Stand in for project manager to chair contractor safety meeting in the absence of project manager
  • Support project manager for cash flow management via Capital Portfolio Management (CPM) and provide CPM training to new users
  • Provide engineering information support by coordinating OEM training, developing OJT training materials (with respective maintenance team).
  • Oversee and provide coaching to junior project engineers on project execution and construction management
  • Manage and maintain project standard operating procedures, generating and develop new procedures, review and optimize procedures. Conduct trainings of procedures to project engineers
  • KPI's include:
  • Safety incident and lost time
  • Project implementation with schedule and budget
  • Ability to execute and co-ordinate all engineering design (internally with key stakeholder and externally with EPC independently)
ORGANIZATIONAL RELATIONSHIPS

Provide the primary groups or key positions that this position will have interaction with as a regular part of the position responsibilities. Include any external interactions as appropriate.
  • Internal stakeholder of key functions such as Production, Quality, EHS, Finance, Procurement, BT and Engineering etc..
  • Corporate group - PGE
  • External include Insurance group such as XL-Gaps and Finance Auditors ( KPMG, BCG etc. )
  • Local and Foreign major Equipment Vendors, Service Providers and their local agents/distributors (DD, DEC, Deluge, Johnson Control and Emerson etc ) and Engineering Design Companies ( AFW, JES, PM and Exyte etc.)
  • Government Agencies such as JTC, LTA, EDB, NEA, SCDF, FSB, MOM, PUB, Singapore Power and Power Grid etc.

EDUCATION

Indicate the formal education, certification or license required and/or preferred.
  • Degree in Engineering.
  • Registered Professional Engineer would be useful.
EXPERIENCE

Include the minimum number of years of relevant experience required for the position (where legally permissible).
  • At least 8 years of relevant experience in Pharmaceutical / Chemical / Petrochemical industry.
  • Knowledge of reliability maintenance, Utilities Operation and Project Management skills.
  • Familiar with government code of practice, regulations, current Good Manufacturing Practice (cGMP) & Data Integrity (DI)
  • Excellent facilitation and communication skills.
  • Registered Professional Engineer is preferred.
  • Familiar with Critical Path Analysis.
  • Familiar with Risk Assessment, Management and Mitigation.
Fully complete Covid-19 vaccination and could provide official medical certificate
