The Position

Purpose

This position supports the implementation and optimization of an integrated operation and maintenance strategy of Utility Systems within RSTO; by ensuring smooth, reliable and uninterrupted Utilities supply to end users, through close partnership with internal and external stakeholders, to support drug substances manufacturing operations.

Key Responsibilities

Comply with all RSTO's Safety, Health & Environmental (SHE) requirements, never put oneself and others at safety & health risks, and report any workplace accidents, near misses and hazards as soon as practicable.

Observe all RSTO's site security measures at all times, and report any suspicious characters/objects & damaged security mechanisms to Site Security immediately.

Embody PT Lean Production System (LPS), while demonstrating a continuous improvement mindset and behaviors through the use and application of LPS tools for continuous improvement initiatives.

Responsible for the day-to-day monitoring/operation and preventive/ad-hoc repair and maintenance of all utility and manufacturing equipment/systems including the calibration of instrumentation and electrical installation/equipment serving the entire manufacturing facility and the execution of all job orders on shift on a 7 days per week and 24 hours a day basis.

Carries out work and job orders relating to routine, preventive and ad-hoc calibration, repair and maintenance of utility and process equipment, instrumentation and electrical installation.

Provides mechanical support to manufacturing, utility and engineering services during routine and shutdown maintenance work; and product switch-over in support of plant operations.

Operate and maintain all utilities systems i.e. water & waste water system, HVAC system, and process gaseous, electrical systems to support manufacturing operations.

In charge of boiler operations during each shift.

Perform first level troubleshooting and maintenance on shift.

Supervise and monitor contractors and service maintenance work.

Competent to approve various safety permits for work.

Carry out improvement projects on operations and cost savings.

Monitor facilities and utilities systems via BAS/PCS and attend to alarms

Carry out any other work or task as directed by the Manager or Engineer.

Play a role in on-site emergency response teams and participate actively in training.

Meet site's EHS (Environmental Health & Safety) performance objectives through compliance via EHS rules.

Step up as Shift Lead as required during Shift Lead's absence.

Qualifications

A Diploma in Electrical, Instrumentation, Chemical Process, Mechanical Engineering or a Technical Education graduate with a strong background in operation and maintenance of production, utility, instrumentation and electrical systems.

5-7 years' hands-on working experience, preferably 3-5 years in chemical manufacturing, technical and/or factory operations.

Experience in project start-up environment and safety procedures/practices is an added advantage.

Good inter-personal and communication skills, and high computer literacy.

Self-motivated independent and have initiative.

Knowledgeable in craft to support efficient plant operations.

Willing to perform multiple and cross-functional tasks.

Must be able to work on rotating shifts.

Willing to be scheduled to occasionally work off shift hours in support of operations.

Certificate of Competency in Boiler Attendant Class 2 or Class 1 OR 2nd Grade Steam Engineer or 1st Grade Steam Engineer.

Appointment to this position will be on the local Singapore salary and benefits package.
