Job Description


The Position General Department: SHE Reports to: Head of SHE Purpose Ensure the site’s continuous Right to Operate and Employee Engagement (or Respect for People) by delivering proactive Safety, Security, Health and Environmental Protection (SHE) program and procedures that comply with applicable laws, regulatory agency standards, and Corporate SHE directives, and that result in excellent SHE performance. Key Responsibilities

  • Establish, implement and improve security procedures and performance standards for the delivery of a full range of security related services in a highly service driven environment.
  • Plan and manage contract security vendors, developing and managing expense and capital budgets for security related services, equipment, and activities so as to meet the site’s operating budget
  • Plan and manage day-to-day Site Security and Fire Protection & Security Maintenance operations so as to achieve effective and efficient operations meeting service quality, cost expectations, Roche SHE requirements, regulatory compliances and loss prevention requirements.
  • Plan and carry out regular checks, maintenance, inspections and the management of plant fire protection, safety and security equipment and appliances to ensure their functionality and integrity are maintained.
  • Meet the site’s SHE Goals and Performance Objectives
  • Lead and develop Lock Out / Tag Out list for all equipment on-site site and work closely with cross-functional departments to identify the lock out/tag out list, regularly updating it and developing a comprehensive list for regular routine and non-routine maintenance purpose pertaining to fire protection and security system operations.
  • Participates and lead in field walk-down for PSSR and HAZOP reviews, follow-ups and completes all site required action items. Track all internal and external audits to closure.
  • Provides SHE inputs to change requests and evaluate impact assessment to changes made to equipment and SOPs as required.
  • Lead and participate in projects and ensuring site compliance to requirements pertaining to fire protection and security operations, include Loss Prevention Audits.
  • Provides technical expertise for all site SHE, Fire & Risk Management and Security initiatives including capital, and other site projects.
  • Perform and maintain gap analysis for compliance to the relevant Corporate and Local Regulatory Standards and develop implementation plans on all security and safety-related matters.
  • Participate, Lead and Maintain the site’s JSA/Risk Assessment as SHE’s Single-Point-Of-Contact for the assigned stakeholder function;
  • Work closely with Singapore Learning Solutions (SLS) to address all SHE Training Matrix and ensure the right training qualifications are being assigned to individuals in the security and fire & security maintenance teams.
  • Protect assets to include proprietary information, physical assets and personnel.
  • Maintain electronic database and record-keeping of fire protection and security system inventory and activities, including engineering drawings in CONDOR and CEDM Systems.
  • Manage a group of contract Security Officers and Fire & Security Maintenance Technicians to ensure they perform their task effectively, including development of their capabilities to improve their service level and performance.
  • Function as RSTO’s Fire Safety Manager in accordance with the requirements of Fire Safety Act, plan emergency response drills/exercises, and coordinate CERT trainings in direct liaison with external training providers if required.
  • Function as the Local Logistic Security Officer to manage logistic security and risks within RSTO.
  • Function as the Company Transport Safety Advisor to support the local management in fulfilling its responsibility regarding all matters related to transport safety and security.
  • Function as the Deputy Site Security Officer (SSO) working closely with Legal Safety in the implementation of the various Roche SHE Programs
  • Act as the Site Security Administrator and Interface with SSF Security to maintain Security Server and upgrading of system on a regular basis
  • Provide training and education to employees, contractors and guests on security related issues as needed.
  • Collaborate with Corporate SHE and Security organization and investigations departments to deliver high quality and cost effective services to occupants of the site.
  • Collaborate with P&C function in evaluation of employee issues and implementation of effective security programs such as those designed to pre-empt and address violence in the workplace.
  • Work closely with Project Engineering and Corporate Security to develop security requirements for the site and to address security needs during construction activities.
  • Ensure that security is integrated in every aspect of work performed by Roche or contractor employees under this group’s direction.
  • Manage and develop capabilities of all personnel within the Fire Protection and Security organization to ensure their safety, productivity and skill qualification to perform their work.
  • Ensure that regulatory compliance requirements such as those from the FDA, OSHA, EPA and all local governmental bodies are rigorously adhered to in conjunction with input from Regulatory Compliance, Quality Assurance and SHE functions.
  • In all areas of responsibility, collaborate with counterparts at other Roche sites to promote shared best practices. Communicate on-going concerns around maintenance issues and programs, take advantage of the economies of scale, ensure consistent cGMP practices and to ensure that shared business systems and procedures meet Roche’s goals and objectives.
  • Partner with internal stakeholders and participate in cross-functional teams on SHE programs
  • Participate in SHE Audits of contractors and service providers
  • Carry out any other work and tasks as directed by the Head of SHE
  • Provide reports to management as required.
Safety, Health & Environment:
  • Comply with all RSTO’s Safety, Health & Environmental (SHE) requirements, never put oneself and others at safety & health risks, and report any workplace accidents, near misses and hazards as soon as practicable.
  • Observe all RSTO’s site security measures at all times, and report any suspicious characters/objects & damaged security mechanisms to Site Security immediately.
Lean Production System:
  • Embody PT Lean Production System (LPS), while demonstrating a continuous improvement mindset and behaviors through the use and application of LPS tools for continuous improvement initiatives.
Qualifications
  • Diploma or Degree in Facilities Management, Mechanical Engineering, Science, Safety or technical equivalent.
  • Certified Fire Safety Manager with SCDF
  • Attained competency in IATA Dangerous Goods Regulations (DGR) in the capacity of a shipper
  • 3 to 5 years of safety, health & environmental (SHE), security and facilities management experience preferably in manufacturing environments. Preference will be given to candidates who understand cGMP requirements.
  • Good understanding of all local SHE & security regulations is a must.
  • Good computer skills, attention to detail, and analytical ability.
  • Effective leadership, communication (verbal and written) and interpersonal skills.
  • Applicable knowledge of safety and facility operations and systems, and emergency response skills in the areas of chemical, medical, and fire are required.
  • Able to respond to calls and emergencies after-hours.
  • Technical competence in equipment maintenance engineering and plant operations.
  • Management – able to manage multiple programs and timelines, including service contractors.
  • Relationship builder- Able to develop strong working relationships with internal customers and associate service providers.
  • Willing to be scheduled to occasionally work off-shift hours.
