Main purpose of job:

The Integrated Review Refresh, published in March 2023, set out how the UK will prioritise the Indo-Pacific, making the region a permanent pillar of the UK\'s international policy. To support this policy, FCDO is strengthening its strategic communications capability in the Indo Pacific.

The Indo Pacific Communications Hub is a new team of four based in British High Commission Singapore which replicates FCDO Comms Directorate\'s successful hub model deployed in other regions across the world. The team will be a vital hub working with and complementing FCDO\'s global network of communicators based in London and at posts across the Indo Pacific region. The team brings together specialist skills in campaign delivery, strategic communication, media handling, digital, insight, monitoring and evaluation to the network. There is potential to increase the size of the Hub subject to funding.

With a focus on engaging and optimistic stories about the UK\'s mutually beneficial partnerships with countries across this geographically and culturally diverse region, the Hub will use third-party voices, digital and traditional media channels, and excellent insight to engage audiences and influence perceptions.

HMG\'s Indo Pacific communication aims to demonstrate the UK\'s long term commitment to a free and open Indo Pacific by showing the value of its reliable partnership with the region on security, stability, prosperity and climate change.

This is an exciting opportunity for an excellent insight and evaluation specialist to join a new team delivering innovative campaigns supporting an HMG foreign policy priority. You will play a crucial role in shaping impactful strategic communications.

Working directly to the Head of Regional Campaigns, you will be responsible for analysing and interpreting data from a range of sources to provide actionable insights that will help shape our campaign strategies . You will produce regular evaluations of regional campaigns, as well as work on longer-term projects to improve the way we communicate and interact with our audiences.

You will be enthusiastic and proactive; have experience of using Google Analytics, social media listening tools, survey and focus group data; and be able to translate audience insight into actionable communications advice. With an eye for emerging communications trends, you will have a passion for sharing your insight and evaluation skills with others.

You will be based in British High Commission Singapore. You should also expect to travel, across the region and to the UK.

Roles and responsibilities/what will the jobholder be expected to achieve:

  • Work closely with the Indo Pacific Communication team in London, as well as the regional communication leads in Bangkok and Canberra, to provide the latest audience insight to help inform and design strategic media and digital communications campaigns.
  • Improve how we use our existing data to gain better insight into our audiences, and find new sources of information to identify and understand our audiences - both online and via traditional media channels. Use this insight to develop benchmarks for our campaigning activity - including using dashboards to track and present performance of our campaigns.
  • Use audience insight to provide strategic communications advice to identify excellent stories for media and digital communications that will advance our communications objectives, whilst also identifying and managing risks.
  • Support the upskilling of communicators across the Indo Pacific region in line with the latest Government Communication Service learning and development programmes, in audience insight and evaluation.
Essential qualifications, skills and experience 1

The following are essential upon arrival:
  • At least three years professional experience in media, communications or PR, with insight and evaluation skills
  • A good understanding of collecting and analysing data from different sources, for example on the performance of web pages, social media content and email, Google Analytics, focus groups, surveys and stakeholder/academic research
  • Good understanding of digital performance metrics, to advise on evaluation plans, including bench marking and KPI (key performance indicator) setting
  • Up-to-date knowledge of the latest trends in consumer behaviour and data in the media and digital space
  • Excellent interpersonal and communications skills, including stakeholder engagement skills to build credibility with senior government/business representatives as well as colleagues within the UK government network
  • Experience of organising and delivering campaigns evaluation
  • Excellent organisational and self-management skills to respond effectively to tight - and changing - deadlines and priorities
  • Sound knowledge of MS Office and project management tools
  • The ability to learn quickly and work with a high degree of autonomy
  • A positive \xe2\x80\x9ccan-do\xe2\x80\x9d attitude that can see way through challenges
  • Evidence of research to inform communications advice and of using evaluation to learn lessons and improve communications
  • The ability to build and maintain networks with counterparts in other organisations.

Benefits:

We offer a competitive package, which includes basic salary of SGD 5,211 per month and a generous annual wage supplement (as part of total guaranteed remuneration) of an additional 2 months\' salary paid out in December each year, Central Provident Fund (CPF) payment in lieu for non-Permanent Resident foreign nationals, 23-days annual leave entitlement and a health insurance plan. The basic salary is non-negotiable.

We have a generous leave offer including: 23 days annual leave, increasing to 25 after 5 years\' service, with the option to carry over up to 12 days into the subsequent leave year; 14 public holidays; generous maternity and paternity leave; and childcare leave. We encourage volunteerism and offer up to 3 days paid volunteer leave.

Working Patterns:

Normal working hours are 37.5 per week: 8.30am to 5.00pm from Monday to Friday.
