Job Description


What the role is:The candidate is tasked with overseeing the analysis and reporting of surveillance and registry data related to Bloodborne Diseases (BBD) and Sexually Transmitted Infections (STI). This involves ensuring that data collection and analysis are conducted with scientific rigor and managed securely. The role requires leading a team to conduct regular and ad-hoc reviews of methodologies used to estimate Singapore\'s performance in the HIV care cascade, ensuring the reliability of models used for local estimates. Design of surveillance programmes, analytic plans and epidemiologic studies will also be expected. Additionally, the role involves fostering relationships with various stakeholders to facilitate data collection, managing the analysis of epidemiological data, and generating actionable insights. The individual must also ensure compliance with organizational, governmental, and international guidelines in handling sensitive data, contribute to policy development, and provide training and mentorship to team members. The role also involves presenting findings to stakeholders and collaborating with other departments to align objectives with national health policies. Communicable Diseases Agency (CDA) is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore\'s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. It will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.What you will be working on:

  • Overseeing HHS surveillance and monitoring programmes, such as unlinked HIV testing, anonymous testing sites, and national sexual bio-behavioural surveillance \xe2\x80\xa2 Managing antenatal screening programmes and voluntary opt-out screening programmes in hospitals, as well as pediatric screening for children born to HIV-positive mothers \xe2\x80\xa2 Responsible for HIV molecular surveillance and potentially GC AMR surveillance \xe2\x80\xa2 Reducing the incidence of HIV, Hepatitis C, and STIs in Singapore by 2030 to align with global targets \xe2\x80\xa2 Developing and implementing robust methods for data validation and quality assurance, conducting regular reviews and audits, and generating reports for local, regional, and global purposes \xe2\x80\xa2 Involved in strategic and policy contributions, collaborating with other departments to align HHS objectives with national health policies and contributing to the continuous improvement of HIV monitoring and control strategies
What we are looking for:
  • Minimum tertiary qualifications in recognised disciplines or a related field \xe2\x80\xa2 At least 5 years of relevant working experience including supervisory roles \xe2\x80\xa2 Postgraduate degree in Epidemiology, Public Health, Statistics, or a related field, would be an advantage \xe2\x80\xa2 Strong proficiency in statistical programming languages (e.g. R, SAS, Python) with experience managing large datasets and conducting both quatitative and qualitative analyses \xe2\x80\xa2 Excellent leadership, communication and organisational skills \xe2\x80\xa2 Proficiency in preparing detailed reports and stakeholder engagement is crucial to present complex information clearly to ensure all surveillance efforts meet high scientific standards while being able to navigate challenges \xe2\x80\xa2 Ability to contribute to policy development and strategic decision-making \xe2\x80\xa2 Commitment to professional development, both for oneself and for team members, to ensure the integration of innovative practices and tools into team operations As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
