Position / Group Overview:

Nomura's senior management places significant emphasis on business ethics, compliance and internal controls with a view in achieving long-term and sustainable business success.

As a second line of defence (2LOD) function, Compliance is responsible for establishing a compliance risk management framework focused on the identification, assessment and management of compliance risks across the firm. Compliance independently monitors compliance risks and reports on such risks to senior management.

Compliance testing ("CT") is a function within Asia Compliance tasked with performing risk-based reviews of the First Line of Defence's ("1LOD's") controls designed to mitigate compliance risks arising from business activities and to ensure such controls are functioning effectively and as intended. CT program is informed, among others, by the Compliance Risk Assessment framework.

Compliance Risk Assessment (CRA) framework is one of the tools Compliance uses globally in its oversight role supporting effective compliance risk management. The CRA program enables Compliance to identify and report on the firm's realised and evolving compliance risk profile. This facilitates Compliance's risk prioritized approach to its activities, so it can focus attention on the high risk and emerging risk areas, while ensuring that there are effective preventative or detective controls over the low-risk areas.

The successful candidate will primarily oversee and implement CT pursuant to the Asia Compliance Testing Standards (CTS), and where appropriate, lead or participate in any Asia Compliance reviews singly or jointly with other compliance teams. The candidate will also be responsible for administering and/or participating in the CRA framework, in conjunction with the relevant regional and global compliance teams.

Responsibilities:

  • Support the team head by primarily overseeing and implementing the CT program and/or framework:
  • Update and enhance the Asia CTS periodically and as and when necessary (e.g. key regulations/expectations around CT) and/or providing inputs to any global CT framework, if required
  • Oversee the CTS including but not limited to:
  • Providing CTS guidance to compliance teams
  • Implementing CTS consistently by establishing and maintaining an annual CT assessment plan/schedule, and ensuring that CT methodology including CT announcement, planning, fieldwork, reporting, issues tracking and documentary evidence are complied with
  • Leading and/or participating in any CT
  • Develop and/or conduct CT compliance training program
  • Design and/or conduct CT quality assurance
  • Design/provide CT management information (MI) for the region
  • Provide CT inputs or SME feedback on other policies and procedures, if applicable and/or as requested
  • Administer the implementation of, participate in and/or provide information to complement the AEJ CRA and AEJ Compliance Risk and Controls Self-Assessment processes.
  • Lead, coordinate, and/or assist in any assigned compliance project/s and any management reporting for the region
  • Assist in handling regulatory inquiries and requests from auditors and other parties in relation to CT and CRA
Skills, experience, qualifications and knowledge required:
  • Business related university degree and/or professional legal or accounting qualification
  • Minimum 8 years of regulatory compliance, and/or CT or audit experience, preferably with regional exposure, and including at least 3 years in supervisory or project leader/manager positions
  • Good understanding and knowledge of regional and global capital markets and banking regulations;
  • Experience in handling financial regulatory inquiries/inspections/other regulatory matters
  • Very strong analytical skills, problem solving ability and great attention to detail
  • Excellent communication skills, written and spoken, in English
  • A good project leader and manager, with excellent organisational, interpersonal and communication skills
  • Self-motivated and self-starter, and able to work independently with a strong sense of responsibility and impeccable integrity
  • High proficiency in PC applications including hands-on knowledge of Microsoft Word, Excel and PowerPoint and analytics tools
