What the role is:As Assistant Manager / Manager / Senior Manager (Procurement) of the Communicable Diseases Agency Planning Office (CDA PO) set up by the Ministry of Health (MOH), you will support Lead/Procurement in the setting up and management of the procurement function of the Communicable Diseases Agency (CDA). The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore\'s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA PO\'s role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board. You will be working in a fast-paced and highly volatile environment that will require you to manage multiple stakeholders and priorities concurrently for a smooth transition to the CDA.What you will be working on:You will play a key role in the Procurement team in the CDA PO. Your key responsibilities include the following: \xe2\x80\xa2 Establish CDA\'s procurement and contract management frameworks, processes, approving authorities and templates that dovetail with the Procurement Government Instruction Manuals as well as the Ministry of Finance\'s (MOF) overall Whole of Government frameworks and processes. \xe2\x80\xa2 Work with key stakeholders to ensure proper and timely novation of relevant procurement contracts from relevant agencies to CDA. \xe2\x80\xa2 Set up CDA\'s procurement workflows in the relevant procurement and financial systems. \xe2\x80\xa2 Work with CDA Divisions to understand their requirements, review specifications, formulate procurement approaches and strategies for the purchases. \xe2\x80\xa2 Work with CDA Divisions to conduct market research and engage industries to understand supplier landscape and market supply conditions. \xe2\x80\xa2 Conduct procurement processes of sourcing, tendering, evaluation and contract management in accordance with Government procurement policies and guidelines and adhere to the principles of ensuring transparency, fairness and value for money. \xe2\x80\xa2 Guide CDA Divisions in the contract management process. \xe2\x80\xa2 Innovate and add value to the procurement process.What we are looking for:Job Requirements \xe2\x80\xa2 Tertiary qualification in any discipline, preferably with modules related to procurement or supply chain management. \xe2\x80\xa2 Knowledge in government procurement will be an advantage. \xe2\x80\xa2 Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. \xe2\x80\xa2 Effective stakeholder management, communication and interpersonal skills to co-create solutions. \xe2\x80\xa2 Good team player. \xe2\x80\xa2 Independent and self-driven with the ability to multi-task in a dynamic and fast-paced environment and perform under pressure and tight timelines. \xe2\x80\xa2 Proficient in Microsoft Office tools and prior experience in Workday will be an added advantage.About Ministry of Health:The Ministry of Health\'s (MOH) vision is to champion a healthy nation with our people - to live well, live long and with peace of mind.
