Job Description


The Role Responsibilities

  • As the Cluster Head of Supply Partner Management will be accountable to both the Cluster Head of Property, Singapore Cluster and Regional Head of Supply Partner Management Asia for all third-party suppliers (excluding landlords) in terms of compliance (to bank processes & policies), performance (contracted KPI\'s) and change management

  • Formulate the cluster vision and objectives for supply partnership(s).
Processes
Supply Partner Management
  • Accountable to both the Cluster Head of Property, Singapore Cluster and Regional Head of Supply Partner Management Asia for all third-party suppliers (excluding landlords) in terms of compliance (to bank processes & policies), performance (contracted KPI\'s) and change management.
  • Accountable to Regional Head of SPM Asia to ensure in-cluster management of suppliers is aligned with the Group\'s TPRM policy and SPM processes.
  • Accountable to ensure all on boarding of new suppliers is compliant with the Group Procurement Policy.
  • Accountable for driving operational excellence and transformational agenda and with our supply partners.
  • Accountable for driving the supply partner strategy within Singapore Cluster
  • Accountable for providing centre of excellence to Singapore Cluster countries and ensuring appropriate SPM coverage across the cluster.
  • Accountable for resolving risk issues with supply partners by identifying gaps and track action plans to close gaps.
  • Maximises value from output based multi service agreements.
  • Cluster point of escalation between the bank and supply partner.
  • Drive implementation of periodic reviews; analyse and validate supply partners monthly/quarterly governance reports.
  • Responsible for resolving performance management issues at a cluster level.
  • Manage financial and commercial matters in alignment with glidepath and contractual agreements.
  • Leads and effects change control in alignment with approved process.
  • Deliver effective end to end implementation of the bank\'s governance model for the entire supply chain within the cluster.
  • Participate in material sub-contract reviews.
  • Collaborate with SCM to identify supply chain optimisation opportunities and recommend solutions which add value to the bank.
  • With Process and policy owners, evidence compliance with policies, procedures, and standards (TPRM, GSSP, ABC, Data Security, Resilience etc.).
  • Ensure cluster is audit ready and provide leadership on supply chain audits within the cluster.
  • Work with Regional Head of SPM Asia in driving service development, process improvement and new regional supply partnership opportunities.
  • Ensure alignment with SME Leads for implementation for innovation and new initiatives.
People and Talent
  • Sets the cluster vision and objectives for direct reports in alignment with strategic intent and scorecards
  • Collaborates with HR defining and implementing Job Family training/ capability requirements within the cluster.
Risk Management
As Cluster/Country Risk Control Owner for Property Management, responsible under the Group Operational Risk Framework (ORF) for ensuring that the residual risks within the scope of PROPERTY responsibilities remain within appetite. This includes:
  • Challenge and verify Cluster/Country First Line risk identification and assessments, in line with changes in the internal and external environment
  • Identify and report Cluster/Country key risks and ensure where outside of the risk appetite they are escalated to the appropriate body for risk acceptance
  • Maintain a good understanding of Cluster/Country applicable laws and regulations pertaining to PROPERTY Risk control areas
  • Design, implement and maintain Cluster/Country controls and mitigants
  • Ensure effective Cluster/Country communication of policies and other control requirements
  • Define key Cluster/Country control indicators and control sample testing requirements as appropriate for managing risk
  • Monitor Cluster/Country compliance with and effectiveness of the risk control environment
  • Monitor \'live\' risk issues and events material to the Bank and verify whether appropriate management action is being taken to mitigate their impact
  • Set the right tone for the risk management culture of the team in internal communications and performance objectives
Governance
  • Advise governance bodies on key risks, the effectiveness of mitigants and controls, and alignment of residual risks with appetite
  • Always ensure operations in workplace functions are audit ready
Regulatory and Business Conduct
  • Display exemplary conduct and live by the Group\'s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the Singapore Cluster SPM Function to achieve the outcomes set out in the Bank\'s Conduct Principles
  • Effectively and collaboratively identify, escalate, mitigate, and resolve risk, conduct and compliance matter

  • Singapore Cluster Head of Property, Head of Property Thailand, Head of Property Malaysia and Malaysia GBS, Head of Property Vietnam, and Property Managers (if any) within the cluster

Our Ideal Candidate
  • 6+ years Procurement & Vendor Management Expertise.
  • Real Estate, Building Services, Business, Procurement, related degree.
  • CORENET MCR or equivalent Property related accreditations.
