BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
UN FLEET is looking for a communications mastermind who is ready to take on a dynamic role to lead innovative marketing and change management campaigns and to create and manage content across multiple channels to promote UN FLEET.
UNHCR and WFP are leading an innovative UN Reform initiative by combining expertise to provide vehicle fleet management services, including vehicle leasing, to other UN agencies. To provide these services, a new unit has been set up known as UN FLEET. UN FLEET is a joint initiative between WFP & UNHCR to offer leased vehicles and professional fleet management services to the wider UN System. The vision is to provide safe, efficient, and sustainable fleet solutions to the UN System while achieving significant and sustainable cost savings.
The Communications and Change Management Officer will play a crucial role in driving engagement and spreading awareness on the UN FLEET initiative. As a newly established joint operation, UN FLEET operates in an inter-agency setting and requires innovative marketing campaigns. This position is ideal for a candidate who is comfortable manoeuvring the wider UN System, who is a self-starter and who knows how to frame messages in a clear, concise, and compelling way for various audiences. This is an autonomous position in a small team and high paced environment with a lot of flexibility and potential to design new communications and marketing plans and build and maintain relationships with key stakeholders.
This position is contractually managed by WFP (Management Services Division). The incumbent will report directly to the Head of UN FLEET and work in close collaboration with the Communications Head at WFP\xe2\x80\x99s Management Services Division and WFP\xe2\x80\x99s Communications, Advocacy and Marketing Division.
The primary responsibility of the Communications and Change Management Officer position is to create innovative and strategic internal and external communication plans and campaigns to promote UN FLEET amongst global audiences. As the voice of UN FLEET, the Communications and Change Management Officer will play a crucial role in spreading awareness and driving engagement on the UN FLEET initiative.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the direct supervision of the Head of UN FLEET the Communications and Change Management Officer will have responsibilities as outlined below:
  • Work directly with the UN FLEET team and Management Services Division, Communications Head to ensure the development and implementation of an external/UN-wide communications and advocacy strategy marketing UN FLEET to the humanitarian nexus with the objective of onboarding participating agencies.
  • Developing marketing/communications plans that are well-integrated with overall work plans and strategies for UN FLEET.
  • Create and manage content for all communication channels, including website, UN FLEET Portal, WFP & UNHCR intranet, social media, newsletters and press releases.
  • Develop and implement change management strategies to support the adoption and integration of UN FLEET within the UN system
  • Support with client agency engagement ensuring respective agencies, at various points of engagement with the UN FLEET team have adequate support and communication materials to keep them informed and engaged throughout negotiations as well as once onboarded.
  • Actively engage and identify external opportunities, within the UN System, or when appropriate, beyond, to advocate for the UN FLEET aligning to UN wide strategies and initiatives.
  • Managing (social) media relations, including identifying opportunities to deliver UN FLEET messages in media, drafting media materials, preparing spokespeople and
storytellers for interviews, media briefings etc.
  • Provide communications and editorial support to client agencies to support with internal advocacy throughout engagement with UN FLEET.
  • Ensure agency neutrality in all UN FLEET communications & advocacy outputs while also ensuring compliance with visual identity standards.
  • Lead the development and implementation of an internal & external knowledge/information management strategy that enables all stakeholders and potential agencies to have access to up-to-date information & communication resources.
  • For capacity building and engagement, develop and implement orientation modules on key marketing and communication strategies and tools to ensure effective coordination and buy-in of partners and stakeholders.
  • Lead the development of standard communication materials & activities, including Presentations, reports, videos, brochures, coordinating and facilitating webinars, managing social media etc. Represent UN FLEET at events, meetings, and conferences as a spokesperson and liaison.

  • Be a proactive member of the management team and contribute to strategic decision- making and planning with respect to external engagement and communication.
The above list is not exhaustive, and the post holder may be required to perform duties in addition to those detailed above. The role may require traveling, remote working collaboration with colleagues and stakeholders in various locations (including Dubai, Rome, Budapest and Geneva), and an eventual shift in operational location. This position requires the position holder to have a stable internet connection and the ability to work with established working hours similar to those within the UN FLEET team.

MINIMUM QUALIFICATIONS & EXPERIENCE REQUIRED:




Education:

A university Bachelor\xe2\x80\x99s degree in Marketing, Communications, Public Affairs, Public Relations, Journalism or related field relevant for the role is required.



Experience:

Minimum of 5 years of professional experience in Communication, Marketing, Public Relations, Advocacy or related field. Minimum 5 years\xe2\x80\x99 experience in communication within the UN system \xe2\x80\x93 experience in inter-agency settings is desirable. Proven experience in managing and supporting strategic and day-to-day communications in a high-paced environment & visionary marketing tactics. Proven experience in drafting communications materials for a range of audiences and working on public campaigns or other creative campaigns for external audiences. Experience in conceptualizing strategies & drafting, editing, content creation, preparation of reports, speeches and presentations Proven track record of working efficiently and independently in remote working conditions (home-based) and in international multi-functional teams. Experience in graphic design, video shooting, editing and production and photography will be an advantage. Experience as a spokesperson will be an advantage.



Knowledge & Skills:

Outstanding marketing and communication skills incl. writing, editing, proofreading, and oral presentation, with the ability to tailor messaging to different audiences and platforms. Exceptional experience with the full ADOBE Suite (Photoshop, illustrator, etc) as well as a good understanding of graphic development and video production Strong understanding of traditional and digital media, as well as social media Ability to effectively engage with subject matter experts to produce communication materials; curiosity to learn about technical areas of expertise; ability to repurpose sometimes complex information into key messaging and external communications Ability to work independently and in remote teams and to establish effective working relationships with people from different backgrounds Strong relationship-building skills, with the ability to work effectively with internal and external stakeholders. Experience working in a fast-paced, dynamic start-up environment and ability to adapt to change. Strong analytical and problem-solving skills, with the ability to evaluate and measure the effectiveness of communications efforts Excellent task and time management skills to meet multiple deadlines Exceptional attention to detail and pride in high-quality work outputs Excellent skills in Microsoft Word, Excel, PowerPoint and Adobe Acrobat Experience with social medial campaigns and platforms Experience with design software and basic video editing will be an advantage.



Languages:

Fluency (level C) in English language. Knowledge of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP\xe2\x80\x99s working language, Portuguese, will be an advantage.



Working Arrangements

Remote working initially and an eventual shift in operational location to the new UN FLEET Front Office.
