Learning and Professional Development Division, Institute for Adult Learning




Short Description


In this position, you will lead the Learning and Professional Development Division (LPDD) to drive the Adult Education professionalization, adoption of workplace learning and raise the capabilities of Continuing Education and Training (CET) professionals in the Training and Adult Education (TAE) sector.


You will report to the Executive Director with the following responsibilities: 1. Drive and oversee implementation plans to achieve LPDD\xe2\x80\x99s objectives in line with Institute for Adult learning (IAL)\xe2\x80\x99s mission, vision and strategies 2. Provide leadership and oversight to teams for them to:
  • Plan, design, develop, curate, review and implement IAL\xe2\x80\x99s programme offerings and initiatives, include hybrid learning modes to meet market demands
  • Plan innovation and experimentation in skills development, skills recognition and benchmarking to enhance quality of TAE provisions and model adoption of national initiatives such as TAE Skills Framework
  • Plan and promote the capability development of the TAE sector through the formulation of a framework, building a strong network of AE professionals and enterprises to drive adult education excellence
  • Plan and implement IAL\xe2\x80\x99s plans for workplace learning through the various initiatives, providing consultancy projects in design and development of programmes and continuing professional development (CPD) courses for practitioners and enterprises
  • Manage business development, key accounts, scan markets, analyse emerging industry trends, assess customer behaviours and client needs to identify expansion opportunities to develop or co-create new services and products for enterprises\xe2\x80\x99 needs
  • Manage training administration and operations, customer service and programme delivery, associate adult educators and quality assurance in training and assessment
3. Lead stakeholder engagement with public and private sectors to foster partnerships and enhance stakeholder relationships 4. Coach, mentor and develop internal capabilities of staff to build a high performance team 5. Any other duties, including cross-divisional projects or events, that may be assigned by the Executive Director

Job Requirements


  • Tertiary qualification preferably in the areas of Adult Education, Workforce Development, Learning and Development or Human Capital Development
  • At least 12 years of experience in management role in education and training related fields such as professional development, learning and development or workforce development
  • Proven networking and negotiation capabilities with track record in establishing partnerships to deliver corporate objectives and key performance indicators
  • Proven team management capabilities, with strong interpersonal skills and the ability to coach, mentor, engage and motivate staff to achieve organisational goals, as well as maintain positive relationships with internal and external stakeholders
  • Strong strategic, analytical thinking and planning skills, with the ability to drive and develop effective strategies and programmes in TAE space
  • Resilient and adaptable to change in a fast-paced environment that requires multi-tasking
  • Excellent communication and problem-solving skills
  • Full WSQ Advanced Certificate in Training and Assessment (ACTA) qualification and Diploma in Adult and Continuing Education (DACE), or equivalent preferred
  • The successful appointee will be based in IAL Campus located at Lifelong Learning Institute next to Paya Lebar MRT station
