Job Purpose

We are seeking a dynamic leader to spearhead the setting up and managing of the new Institute for Governance & Leadership at the Lee Kuan Yew School of Public Policy (IGL @LKYS). This role will be pivotal in shaping the institute\'s brand identity and be the driving force behind its training programmes and strategies. The Executive Director (ED) will be responsible for providing strategic direction and oversight in engaging public officials and driving new training and research opportunities through our mission-driven leadership training programmes.

The ED will have the opportunity to build and oversee a cutting-edge institute, collaborating with thought leaders in government agencies, regional and international organisations, and other academic institutions to develop strategic partnerships and initiatives that drive impactful education and research, promote knowledge sharing, and deliver on the institute\'s mission.



Reporting to Dean of LKYSPP, the Executive Director of IGL @LKYS oversees and implements the institute\'s strategic direction, working in close collaboration with the LKYSPP Dean and Steering Committee to set and achieve the institute\'s overall strategic objectives. The ED will also actively be involved in collaborative projects & programmes with regional and international partners.

  • Strategic Leadership: Lead and develop short- and mid-term strategies that are aligned with the institute\'s mission and the School\'s priorities, including setting and implementation of goals, objectives, and initiatives.
  • Mission-Driven Leadership Training: Identify opportunities and open channels for strategic, soft-power diplomacy or leadership training and research opportunities for the institute to pursue. Keep abreast of key trends affecting the institute\'s programmes - new developments in Singapore and the region, in the government sector, progress of commercial enterprises and development in the market environment.
  • Partnerships & Collaborative Programme Development: Drive the implementation, and evaluation of collaborative programmes, ensuring effective communication and coordination among all stakeholders. Identify and establish partnerships with regional and international organisations to develop collaborative programmes.
  • Think-tank and Practitioner Research Collaborations and Outreach: Lead initiatives that bring together local and global practitioners, other public policy schools, and like-minded counterparts to collaborate on research projects, share best practices, produce research relevant and useful to academics and policymakers, in so doing amplify the School\'s research, and build capabilities in the School\'s focal areas of research.
  • Practitioner Research and Writing: Establish the institute as the preferred location for policy practitioners to do research and writing. Produce public policy case studies for classroom use in degree and executive education and training programmes.
  • Financial Management: Oversee the financials of the institute\'s programmes, including obtaining funding from philanthropic-based and other goal-oriented funding sources. Effectively allocate and optimise resources, and operate within budget, in accordance with relevant corporate governance, legislation and compliance obligations.
  • Operations Management: Build lean and effective operations capability that can be scaled for demand surges, quality and complexity. Inculcate customer/ user (and stakeholders) oriented and continuous improvement approach to service delivery.
Qualifications
  • Bachelor\'s degree in public policy, public administration, or a related field
  • Minimum of 20 years of experience in a senior-level position, preferably in public service or a higher learning institution
  • Extensive experience and network dealing with public sector organisations and key stakeholders (such as senior public service officials)
  • Proven track record in leading leadership training programme development, with strong intellectual curiosity and desire to develop and co-create innovative programme offerings
  • In-depth knowledge of the public service sector, including an excellent understanding of the challenges and opportunities faced by public officials.
  • Strategic thinking and problem-solving abilities, with a focus on developing innovative solutions to meet the needs of public officials.
  • Excellent communication and presentation skills, with the ability to engage and influence a diverse range of audiences.
  • Strong project management skills, with the ability to handle multiple priorities and meet deadlines.
  • A passion for education, public service, and making a positive impact in society.
