Manage the FCA team, which performs analysis on transaction monitoring alerts generated from AML/TM monitoring system. The FCA team will close where the alert is non-risk relevant and escalate to SG CMP where it may be risk relevant. SG CMP will review the escalations to determine if a STR is warranted and manage the customer\'s risk thereafter.
Day-to-day management of the team (e.g., KPIs, quality, timeliness, workflow/process, resourcing)
Work closely with SG FCC team on the escalation of risk relevant TM alerts and the STRs to be filed, where warranted.
Perform the review of TM alerts of sensitive customers, such as the Bank\'s staff.
Review FCA\'s Business Processes regularly to improve the efficiency and productivity of the FCA\'s tasks and deliverables.
Provide a monthly TM dashboard with relevant metrics and trend analyses to demonstrate effective TM, as well as to identify areas of risk (including overdue TM alerts leading to potential backlogs).
Perform regular Quality Assurance checks and other control testing to ensure timely and adequate TM alert disposition by the FCA team, including timely escalations to SG CMP, where warranted.
Work with the SG FCC team in cases of complex AML investigations (involving many persons and multi-jurisdiction touchpoints) to manage the exposure/ risk for the Bank.
Support SG FCC to ensure that the Bank meets its obligation on timely and quality STR filings.
Support SG FCC on the STR Post-Mortem Reviews to identify any process gaps/risks/areas of improvement, where detection via TM could have been undertaken earlier to minimize the Bank\'s exposure/risk.
Work with the Bank\'s ITD on the deployment of Data Intelligence to identify clients for strategic review on emerging financial crime trends/risk.
Manage and assist coordination of internal/external audits and examination of the Bank\'s Transaction Monitoring controls and FCA\'s deliverables.
Support SG CMP\'s management of the relationship and communication with Regulators and Law Enforcement Agencies.
Provide guidance/coaching to the Team (i.e., best practices/emerging trend/investigation techniques/feedback) and support hiring needs to FCA, SG FCC and SG CMP.
Exercise governance oversight on outsourcing of TM-related related matters, as applicable, and ensure adherence to the MAS Guidelines and Bank\'s Policy on Outsourcing.
Exclusion
The role as Head of FCA in SG CMP will not include responsibility for Customer Due Diligence (CDD) and Watchlist Management (WLM). This is notwithstanding that the FCA, currently in Group Operations, also perform certain tasks relating to CDD and WLM.
Ad hoc duties
Support the Head of FCC in the oversight of the AML Solutions and in particular, in the tech upgrades, system enhancements or replacement systems for Transaction Monitoring.
Support any ad hoc projects in relation to the functions and initiatives of SG FCC (including, data analytics work by ACIP and eh MAS-sponsored Project COSMIC.)
