JOB SUMMARY
The Financial Markets Technology function is responsible for the systems development and technology infrastructure which underpins the Bank\xe2\x80\x99s services for Financial Markets clients. The purpose of the role is to join this function to:

  • Manage a suite of data related applications owned by Financial Markets. This encompasses a mixture of in-house and vendor systems, responsible for market and reference data provisioning, management and control supporting FM pricing, valuation, and risk management platforms. It also includes the FM data modelling system, Rosetta.
  • Lead the market and reference data infrastructure transformation roadmap, which aims to deliver major simplifications and efficiency gains.
  • Be responsible for the data transformation programmes execution and the delivery of data related requirements to other Financial Markets projects.
  • Provide support to Financial Markets stakeholders on data strategy, data sourcing, data ownership and technical strategy.
  • Oversee and implement FM\xe2\x80\x99s compliance with data policy and data related regulatory requirements
The successful candidate will need to be an industry expert in data management, data policy and data analysis and have at least 15 years\xe2\x80\x99 experience in managing applications and projects within the Investment Banking domain. The successful candidate will lead the FM Data Technology team across 4 locations, managing circa 80 individuals. The role requires a high degree of interaction, on a day-to-day basis, with senior stakeholders and decision makers (MD levels) across FM Trading, COO, Counterparty Credit Risk, Market Risk and Finance. Thorough technical and functional knowledge and expertise are critical in that endeavour. RESPONSIBILITIES
  • Application Management and Strategy \xe2\x80\x93 Define the technical roadmap of the FM data applications attached to the role, in line to the overarching business strategy. Take responsibility for these applications\xe2\x80\x99 quality, stability, operability and ensure they\xe2\x80\x99re fit for purpose.
  • Transformation \xe2\x80\x93 Lead and deliver the re-engineering of the market and reference data application ecosystem and associated operational processes to drastically improve users experience, efficiency, and systems stability.
  • Programme Management \xe2\x80\x93 Oversee all FM data projects and ensure programme governance is effective and satisfies the bank standards.
  • Data Policy Roll Out and Effectiveness \xe2\x80\x93 Ensure Financial Markets adheres to Group Data Policy and Industry standards.
  • Audit Oversight \xe2\x80\x93 Track manage and implement FM audit actions related to data.
  • DQ tracking and Analytics \xe2\x80\x93 Implement DQ measurement tooling to allow the FM business to understand and measure the key DQ issues in the firm and resolve them.
  • Sales and Trading Data Analytics \xe2\x80\x93 Support the Data Analytics teams with tools, technology, and capability to provide high quality MI/AI and ML enabling business insight for front line teams.
  • Partnering with all parts of the SCB business to define and implement an operating model to fix data at source.
Strategy
  • Develop, maintain, and enforce the FM market and reference data technology strategy providing data completeness, timeliness and accuracy across the data provisioning, management, and controls processes
  • Set clear guidelines and principles for sourcing, storing, transforming, and maintaining data throughout FM.
  • Be the reference and escalation point for FM market and reference data technology, FM data management and FM compliance with data policy
  • Represent the interests of the FM Data Technology, where necessary, in relevant committees or management forums
Business
  • Build strong and effective relationships with stakeholders across all FM businesses, Front to Back including Heads of desks, Traders, Risk Managers, Product Controllers, Valuation Controllers, Middle office, COO, Analytics, Operations and Technology groups.
  • Be the driver of new strategic initiatives at the crossroad of business, technology and data-analytics from ideation to delivery.
  • Identify opportunities to increase efficiency within data management and controls space and drive the business adoption of new technologies
  • Meet regulatory demands and provide input and updates to senior management and regulators

Risk Management
  • Proactive in seeking regular assurance that the teams are performing to an acceptable risk and control standard.
  • Act quickly and decisively if any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and escalated through the relevant committees.
  • Ensure a full understanding of the risk and control environment within CCIB T&I
Governance
  • Ensure compliance with the bank\xe2\x80\x99s architecture principles by attending FM Technology Councils
  • Ensure compliance with all salient SCB and FM governance bodies with direct touchpoints with the FM Data technology area and projects
  • Ensure compliance with the highest standards of regulatory and business conduct and compliance practices as defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering regulations and guidelines.
  • Ensure all requirements for audit (internal and external) are met within required timeframes in terms of initial feedback requests and follow-up remediation plans.
Regulatory & Business Conduct
  • Comply with the highest standards of regulatory and business conduct and practices as defined by internal and external requirements. Understand and ensure compliance with, in letter and spirit, all applicable laws, regulations and guidelines including those governing securities activities, company law, anti-money laundering, terrorist financing and sanctions; the Group\xe2\x80\x99s policies and procedures; and the Group Code of Conduct. Take personal responsibility for understanding the risk and compliance requirements of the role. Effectively and collaboratively identify, escalate, mitigate and resolve risk and compliance matters.

OUR IDEAL CANDIDATE
  • Degree in either Finance, Computer Science or Technology Project Management or anything equivalent from a well-reputed university
  • 15 years of experience managing large development teams and/or large-size technology projects (50 people) in the Banking industry, partly in Financial Markets
  • Thorough Financial Market domain knowledge including FM products, front-to-back trade life cycle, market, and reference data
  • Experience in data policy, data governance and data dictionaries
  • Experience with agile ways of working
  • Knowledge and experience in the following will be a plus
  • Knowledge of external data providers products and their relative strengths and weaknesses.
  • Understanding of Operational Risk Framework processes and best practises.
  • Understanding of industry data initiatives or services such as GLIEF, ANNA DSB, ISDA CDM and FpML.
