Job Title: Head of Mobile (Wireless) Network StarHub is seeking a hands-on leader to operate and maintain our current 3G Job Title: Head of Mobile (Wireless) Network StarHub is seeking a hands-on leader to operate and maintain our current 3G/ 4G (LTE)/ 5G Mobile Networks, including the co-management of our Joint Venture Partnership. This strategic role will be accountable for operating an efficient, effective and reliable Mobile Network infrastructure to enable sustainable creation of compelling products and services for our Consumer and Enterprise customers using our different Mobile Wireless technologies. We are seeking a People Leader and motivator to transform mindset and skillsets of the team members. Business is evolving rapidly, and so must the Network and the people working on it. Responsibilities Lead and develop a team of engineering professionals across various disciplines including Radio Technologies, Indoor and Outdoor Planning/Implementation/Operations, Mobile Core, Network Operations and Maintenance, Security operations, incident response, audit, compliance and reporting Area of (Wireless) coverage includes 3G, 4G, 5G, and WiFi hotspot deployment, with good understanding of radio principles and radio technologies Maintain IMDA Quality of Service (QoS) Key Performance Indicators (KPIs) including Network Coverage, Voice Success (or Drop Call) Rates, Data Success (or Drop Session) Rates, etc Manage and execute contractual agreements on Leased Base Station sites, MRT and road tunnels, other licensing agreements, and spectrum planning/ strategy/ acquisition Create and/or provide inputs to financial models and budgets used in the deployment of wireless technologies with possible P&L analysis. Plan and develop the department's operating and capital budgets and manage expenses to conform with budget Manage vendor relationships and lead various teams through RFP/RFI activities Actively participate in various industry forums, IMDA Working Groups, to remain at the forefront of technology Provide future technology road maps and spectrum strategy in alignment with Business Strategies Exhibit and provide technology thought leadership and guide our Legal and Regulatory teams in its engagement with the Government and Regulators to ensure full compliance with all Regulatory obligations, and influence them for the company's benefit. Lead the various team members to meet audit requirements for Critical Information Infrastructure (CII), Security and Resiliency (SRII) and Telecommunication CyberSecurity (TSC) legislations and regulations. Participate in key engagements with major clients like IMDA, GovTech and other Enterprise customers on Mobile requirements Interact with Senior Leadership and other teams to define and communicate wireless strategies Manage and lead the technical engagements with our 5G JV partner to protect the company's interests Qualifications At least 15 years of experiences in a technical or leadership role focused on wireless networks and architecture Understanding of 3GPP specifications and worldwide spectrum and telecommunications regulations, and business and technology trends Strong technical understanding of end-to-end LTE and 5G connectivity protocols, including RAN, Core & Security network elements Knowledge of emerging 5G standards and 5G enabled applications and systems Well versed in applying different spectrum technologies for different coverage needs Strong analytical and creative problem-solving skills with comprehensive knowledge of managing complete product life cycle Ability to integrate various complex technologies and an understanding of government IT security standards as they relate to 5G and wireless networks Experiences in software-based, cloud-based, security-focused technology transformation and applications Proven record of leading more than 100 staff made up of cross-functional Engineering professionals and architects in the development of wireless networks Demonstrated ability to inspire, energize and develop resources, adept at succession planning, ability to deliver exceptional customer service Experiences in managing capex and opex budgets and service agreements Experiences in vendor engagement and management Excellent verbal communication and technical writing and presentation skills
