National Gallery Singapore is a leading visual arts institution which oversees the world’s largest public collection of Singapore and Southeast Asian modern art. DESIGNATION : Head (Facilities Management)

RESPONSIBILITIES

  • Responsible for the overall management of day-to-day building operations.
  • Management of preventive and breakdowns maintenance for all M&E systems.
  • Sourcing and overseeing contracts and service providers for FM contracts and building services.
  • Manage and monitor the technical services provided by outsourced contractors are in compliance with authority and contractual requirement.
  • Provide ad-hoc specialist advice and technical report to improve existing facilities service delivery.
  • Management of budget and track contractors KPI’s on regular basis.
  • Provide assistance on feasibility studies and construction option appraisals of the building project to be managed.
  • Review Managing Agent (MA) monthly operations report, service reports from appointed term contractor and process of payment to MA and term contractors.
  • To conduct regular meetings with MA staff, service providers to ensure the service delivery standards set by the management.
  • Carry out periodical and statutory inspections and provide management report thereafter.
  • Verify project drawings, technical specification, Testing & Commissioning of M&E systems
  • Organization, Co-ordination and control of Managing Agent and other term contractors appointed by the National Gallery, Singapore.
  • Advising on measures to improve the efficiency and cost-effectiveness of the facility for building services.
  • Supervising teams of staff and vendors.
  • Dealing and work out emergencies’ response plan.
  • Managing and planning Opex & Capex budgets.
  • Oversee Tenant Management on Facilities matters.
  • Any other work necessary for effective operation of the building or as directed by management.


QUALIFICATIONS
  • Degree in Electrical Engineering / Mechanical & Air-Conditioning Engineering or equivalent with at least five (5) years of post-graduation relevant experience in managing similar facilities.
  • Good Knowledge and experience in handling BAS, Chillers, Pre-Action, UPS, Clean Agent Fire Extinguishing System, CRAC and HT/LT shutdown maintenance.
  • Experience in handling Green Mark Projects and well versed in energy audit & energy conservations.
  • Fire Safety Manager Certificate and Green Mark Facilities Manager Certification will be added advantages.
  • Good interpersonal and communication skills.
