Job Description


What the role is:Plans and oversees NACLI\'s training support functions in the areas of manpower planning, recruitment, curation of onboarding programme for NACLI new hires, administration of internal staff training plans, and enterprise risk management.Drives NACLI\'s service excellence and innovation efforts in alignment with PA\'s service principles and in support of cultivating a strong workplace culture in PA.Key responsibilities include:Resource Planning & Staff Engagement

  • Maintains oversight of manpower plans and staff allocation within NACLI to optimise resources in support of NACLI\'s strategic deliverables.
  • Oversees NACLI\'s contextualised recruitment processes for training faculty team to ensure recruitment rigour fulfils the requirement of Registered Training Provider (RTP).
  • Works closely with PAHR as a central point of contact for NACLI on recruitment and other human resource planning and management functions.
  • Facilitates ongoing recruitment of interns, short-term manpower requirements and explores secondment opportunities to support specialised areas of work and mitigate capacity constraints.
  • Strengthens staff engagement efforts in NACLI through implementation of regular townhalls with Dean.
  • Proposes \'Meeting of Mind\' sessions to promote generative conversations, work process alignment and collaborations between NACLI back office and the middle/front offices.
On-boarding & Internal Capability-Building Plans
  • Develops and implements onboarding programme for NACLI new hires.
  • Leverage LEARN@PA as a digital platform to curate e-onboarding packages as part of enhancing onboarding experience of NACLI staff.
  • Provides oversight of the administration of internal NACLI staff training plans in support of continuous learning and growth of NACLI staff.
Enterprise Risk Management
  • Maintains updated risk management plan for NACLI\'s training and operations as part of PA\'s organisation-wide enterprise risk management strategy.
  • Collaborates with NACLI departments and functional units to establish effective risk mitigation strategies, internal controls and action plans to reduce the probability and impact of identified risks
  • Initiates regular review of existing controls and recommend enhancements or new measures to address evolving organisational risks.
  • Engages NACLI stakeholders in gathering insights on emerging organisational risks and trends that could impact NACLI\'s training and operations as part of anticipatory operations.
Service Excellence & Innovation
  • Spearheads NACLI\'s service excellence initiatives to reinforce desired service standards and help staff internalise PA\'s service principles and core values.
  • Serves as NACLI\'s Quality Service Manager (QSM) in ensuring NACLI\'s service practices are in alignment with PA\'s service standards.
  • Guides team in the administration of repository of feedback and compliments received from stakeholders through PA QSM, PA channels & NACLI appreciation walls.
  • Plans and oversees NACLI\'s internal service excellence efforts including monthly service briefing, service innovation initiatives, and any other recognition platforms adopted by PA and NACLI, etc.
Other Duties
  • Covers duties of Assistant Dean (Training Support & Operations) when required.
  • Provides operational / secretariat support when required for PA and NACLI\'s meetings, projects and weekend events.
  • Supports AD (TS&O) in onboarding briefing on the roles of Resource Planning & Service Excellence for new NACLI hires.
  • Performs any other duties assigned by senior officers.
  • Serves as member of Key Priority Area teams
What we are looking for:Requirements:
  • Minimum - three years of working experience with some management /supervisory responsibilities.
  • Desired - three years of working experience with some management /supervisory responsibilities in fields related to human resource management and development, and/or service excellence.
  • Strong literacy in Microsoft Office Productivity Suite
  • Good writing skills
  • Strong interpersonal and people skills
  • Strong service and innovation mindset
