What the role is:Plans & Strategy\'s role is to prepare HTX for the future by ensuring that our strategic plans are informed by a comprehensive analysis of challenges, opportunities and priorities. The Resources Planning & Organisation oversees the allocation and management of resources in Budget and Manpower, to effect these strategic plans. The job holder has to understand the Home Team\'s operating context, challenges, constraints and harmonise efforts across all Home Team Departments and agencies. The Home Team is undergoing a major transformation in terms of Science & Technology (S&T) development. The work environment is constantly evolving as we continue to restructure and build new processes, while working closely with Senior Management on the allocation of resources to steer S&T transformation.What you will be working on:-Provide sound recommendations to HTX Senior Management to shape the Home Team Transformation while working on a limited pool of resources. -Conduct trade-off analysis, in order to develop S&T strategies and processes for HTX, which involves evaluating resource requests, developing fundamental working principles, establishing norms and developing an acumen for management assessment over time. This will involve arbitrating and/or leveraging resource requests amongst different parties with divergent interests. -Specific to budget requests, the job holder will lead a team that reviews proposals spanning a broad range of domains in the Home Team and make recommendations to HTX Senior Management. These proposals can cover development and purchase of S&T capabilities, including equipment, vehicles, weapons, ICT systems, building and infrastructure maintenance and professional services. The volume of budget papers is high and the team often has to deal with urgent requests or challenging stakeholders with an array of requests, given tight delivery timelines. -The review will include ensuring key project planning parameters are taken into consideration including broader plans, cost-benefit analysis, project risks and maintenance plans. - Ability to collate and sense-make overall budget requests to optimise overall resource usage. -Work closely with Dir/DD to engage and understand the diverse needs of stakeholders; the job holder needs to be able to pull people together and hold his/her own, when engaging stakeholders with diverging viewpoints. -Needs to be meticulous and pay close attention to details while maintaining a broader strategic perspective and understanding the broader operating context.What we are looking for:-Minimum tertiary qualification preferably in Engineering / Computer Science / Information Technology or relevant disciplines. -Minimum 8 years of relevant work experience including a minimum of 3 years in a supervisory position. Prior experience in project management is preferred. -Ability to exercise sound judgement to evaluate business proposals. -Have the tenacity and rigor of mind to handle transformation work. -Be adaptable and dynamic as things evolve. -Be a pathfinder and build new structures/processes. -Be a dependable team player/leader who is accommodating, meticulous All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
