Role 1: Tenancy Operations (Healthcare)

Broad Function

  • Management of dept - covering Visitor Management, public, retail spaces, and Patient Service Centre(s) and Concierge and Urban Farm.
  • Management of Commercial Retail Strategy to optimize rental and occupancy opportunities, and fulfillment of set financial targets.
  • Partnership management - Consultants, Vendors, Tenants and Internal stakeholders.
  • Setup and Management of PSC, Concierge and Public Space Operations, and Urban Farm.
  • Supervisory Role
Key Responsibilities and Duties

1. Manage appointed Consultant in the initial stage of market research and guide the development of tenant mix strategy to optimize financial returns:
  • Ensure alignment with
  • Commercial Retail Strategy and Mission.
  • Assess Consultant proposal for long term commercial viability and tenant sustainability.
2. Manage appointed Consultants in the marketing and leasing of Campus retail units:
  • Understand lease language and able to draft/review commercial leases, letters of intent and understand nature of negotiations with prospective tenants.
3. Formulate budgetary plan and oversight of campus commercial retail portfolio.
  • Manage portfolio to achieve annual budgetary target.
4. Tenancy Management
  • Ensure strong relationship with all tenants.
  • Monitor current and future vacancies to optimize occupancy of, and returns from, Campus commercial retail space portfolio.
  • Identify and secure new tenants to maintain a vibrant and sustainable
  • commercial retail scene.
5. Responsible for the establishment of Public Service Centre, Concierge/Information Counters, Visitor Management - Including resource and ID planning.
  • Work with Campus Planning during the construction/ID phase.
  • Ensure adequate procurement of equipment and tools for effective management of these areas are at Go-Live.
  • Resource planning and management, include ensuring trained personnel.
  • Develop Visitor management policy, include establishment of drawer plan for Emergency/Crisis period.
  • Post Go-Live, accountable for efficient and effective delivery of experience at these locations.
6. Sustainability and Urban Farm
  • Develop strategy and recommendation, and implement Plan for Urban Farm collaboration. Include identification and establishment of approved partnership for Urban Farm.
  • Be a Champion and active driver of Sustainability programs.
7. Team Management
  • Manage and develop an engaged team to deliver on targets and excellent experience in retail, public spaces, Urban Farm and PSC.
  • Note: The key responsibilities may evolve as we ramp up towards opening.
Role 2: Emergency Planning

Broad Function
Support the planning and setup activities leading to operational readiness and Emergency preparedness.

Key Responsibilities and Duties

1. Work with Senior clinical leadership and key stakeholders to provide leadership and drive the organisation, and project management in the following key areas:
  • Planning, implementation and coordination of emergency preparedness scenarios (mass casualties, disease outbreak, national emergencies) with the respective key stakeholders.
  • Act as the main point of contact for all matters related to internal stakeholders and external agencies (e.g. MOH, MINDEF, MHA, SPF).
  • Work with appointed consultants and contractors to ensure necessary infrastructure provision are made to support the plans across the various scenarios.
  • Support planning and procurement of equipment, including development of maintenance regime.
  • Develop manpower deployment and training plan.
  • Plan for IT systems and NGEMR development to support
  • Explore use of SMART and innovative technologies .
  • Provide secretariat support for planning committees.
2. Support the annual division work plan and budgeting exercise.

3. Where directed by Dy CMB or Director Operations, to support in other related projects and tasks.

Role 3: Clinical Informatics

Key Responsibilities and Duties
- Work concurrently as a Process Analyst in the NGEMR (Next Generation Electronic Medical Record) Project Team as well as an Informatics Analyst in the Informatics Team.
- Be certified in assigned Epic application(s)
  • Certification is expected within 2 months of hire. Travel to Verona, Wisconsin, USA is required.
  • Configures, documents, tests, modifies, maintains and supports assigned Epic application(s).
  • Maintain ongoing certification.
- Work collaboratively with the assigned Next Generation Electronic Medical Record Functional Group team.

- Work collaboratively with the Informatics Team in assigned user area(s).
  • Plan and lead discovery sessions with user leads to define user needs and facilitate decision making on the most optimal way to utilize the system.
  • Plan and lead workflow and content sessions with user leads to comprehensively document requirements and suggest adjustments or enhancements based on the latest system options and configurations.
  • Analyze user requirements, research solutions, and design and timeline an application solution that meets user needs.
  • Identify issues within assigned application(s) as well as interdependencies with other applications and proactively work to raise and resolve issues and independencies.
  • Configure, build, and test application solution following Next Generation Electronic Medical Record principles and processes.
  • Develop test scripts collaboratively with user leads, validate test data, analyze test results, identify problems and defects, recommend corrective actions, and resolve problems and defects.
  • Communicate progress of tasks and activities to user leads, as well as provide regular updates, discuss problems and share solutions at Informatics Team and Department of Informatics meetings.
  • Participate in training.
  • Review, analyze and recommend implementation of release notes received from Epic Systems. Communicate upgrade and other changes to other members of the Informatics Teams.
  • Provide application support to users.
  • Work collaboratively with user leads and CMIO to develop and implement annual workplans.
- Participate and perform in other duties as assigned by CMIO.
- Comply with all MOH policies and instructions. Specifically to comply with all relevant clinical and patient data protection policies and instructions.

Role 4: Strategic Ops Research & Analytics\\
Broad Function
  • Develop, implement and maintain Enterprise Data Warehouse and Data Governance Policy to enable delivery of high quality data for analysis and reporting.
  • Apply analytical, statistical and Operations Research knowledge to transform data into insights to facilitate decision making, leading to the achievement of long term vision in providing effective and efficient healthcare services to the population.
Key Responsibilities and Duties
  • Work with stakeholders to develop, implement and maintain Enterprise Data Warehouse and Data Governance Policy to enable delivery of high quality and consistent data to users.
  • Work with stakeholders across the organisation and cluster institutions to identify opportunities to leverage on data to drive business solutions.
  • Provide end to end Operations Research and Analytics solution to drive optimization and improvement of business strategies.
  • Perform and complete stretched tasks within tight deadlines when required.
  • Participate in strategy formulation to enable and catalyze the department in meeting its KPIs.
  • Drive and implement the Enterprise Data Warehouse and Data Governance Policy including User Access Matrix and Data Dictionary.
  • Develop and implement Data Clearing House processes to handle internal and external data requests.
  • Develop data processing automations through programming and other tools to improve productivity.
  • Support organisational reporting and dashboarding roadmap implementation.
  • Support other analytics projects.
Requirements
  • Min Degree in any field
  • Min of 3-5 years of experience in a healthcare setting
  • Relevant experience will be an advantage
  • Excellent communication skills is a must
  • Good management skills of team
